The Position: Under supervision of the Water & Sanitation Supervisor, the Treatment Plant Operator IV is responsible for the operation and maintenance of the water/wastewater treatment plant, wastewater collection and water distribution facilities. A Treatment Plant Operator IV plans, supervises and otherwise assists in the operation and maintenance of a water/wastewater treatment plant, wastewater collection and water distribution facilities for several water and sanitation districts. Incumbents are further assigned administrative responsibilities over plant and field operations personnel. Duties include but are not limited to the following:
Essential functions include but are not limited to the following:
· Responsible for personnel safety in compliance with safety regulations.
· Supervise and maintain strict safety standards.
· Plan, assign, prepare work schedules, supervise and evaluate employees in the operation and maintenance of water/wastewater treatment plants, water distribution and wastewater collection systems.
· Train and instruct employees in operation and maintenance.
· Maintain surveillance of the operating efficiency of the solids handling, primary treatment, secondary treatment, oxidation processes, biological nutrient removal systems, tertiary, advanced wastewater treatment systems i.e. membrane bioreactors, reverse osmosis, disinfection systems, effluent/biosolids disposal, recycle water systems, including water treatment, water distribution and wastewater collection systems.
· Develop and implement methods of improving operational and maintenance efficiencies.
· Supervise employees in the performance of chemical, bacteriological and biological test as related to standard water quality monitoring and analysis of unusual or complex water quality control problems.
· Maintain records and prepare reports regarding the operation and maintenance of facilities, and is responsible for insuring permit compliance with all regulatory agencies.
· Supervise and assist in routine maintenance and repair of equipment, tools and vehicles necessary to insure efficient operation and maintenance.
· Maintain effective public relations through contacts with the general public, advisory commissions, and others who desire to observe facility operations, or through contacts with vendors, engineers and suppliers.
· Insure facilities are maintained in a clean and orderly manner through constant inspection.
· Provide vacation and temporary relief as required. Weekend work may be required.

Minimum Requirements: This position requires five years experience as a Grade III Operator in a wastewater treatment facility, 2 years of which must have been working as a lead worker, supervising, training and assigning work to subordinate operators. Must have a valid State Water Resources Control Board Grade IV Wastewater Treatment Plant Operator Certificate and obtain a California Department of Health Services T-2 Water Treatment Certification, D-2 Water Distribution Certification and California Water Environment Association (CWEA) Collection System maintenance Grade 1 Certification within 18 months of employment. Incumbents must obtain a valid California Class ”A” Drivers License within 6 months of employment. Copies of certification must be submitted with application. All new employees must adhere to the provisions of the County Fire and Special Districts Dress Code, which prohibits all visible tattoos.
