Sr. Project Manager, Capital and Environmental Planning

Position Description:Assist the Director in the planning and implementation of METRO's capital program including METRO Solutions, the comprehensive, multimodal long range transit system plan.  Provide the Director and the Manager of Capital Planning assistance with the coordination of conceptual planning and design, establishment of bus and rail facilities program and project scopes, schedules and budgets.  Assists with projects through the formal Federal Transit Administration project development process, namely system planning, alternatives analysis, draft and final environmental impact statements, and new starts submittals.  Help with the oversight and direction of staff and consultants in accomplishments of program development as well as coordination with the community and local, state and federal agencies

Assist with the coordination and management of long range plan development and work necessary to obtain local and federal project approvals for proposed LRT, BRT, commuter rail, Signature Service, standard bus projects, and new transit facilities.

Implementation of METRO Solutions: Update of long range transit plans, programming of subsequent phases, and scheduling projects.  Includes conducting environmental impact statements and new starts submittals.

Conducts project development activities with respect to METRO facilities (park & rides, transit centers) including site selection, conceptual design, environmental clearance and CIP programming.

Promotes METRO's component of the Metropolitan Transportation Plan (MTP) and coordinates the incorporation of METRO's projects into the MTP.

Assist the Director and Manager of Capital Planning with the coordination of the regional transportation agencies (TxDOT, H-GAC, City of Houston, Harris County).

Directs the development of conceptual plans, scope, schedule and budget for METRO's capital projects, RFQ's and consultant services.

Coordinate and manage alternatives analysis and corridor feasibility studies conducted by the division.

Assists with travel demand modeling and analysis.  Coordinates with local agencies for development and maintenance of data, networks and models.

Supports the Executive Vice President in facilitating upper management and Board of Director's program review by timely provision of sound information to support decision-making.  Assist with data requests and project updates to the METRO Board of Directors and senior staff.

Other duties and special projects as assigned.



 

Minimum Qualifications:Bachelor's degree in Planning, Urban Design, Transportation, Public Administration or related field.  Master's degree preferred.

Minimum of twelve (12) to fifteen (15) years progressively responsible experience in management of planning and environmental clearance of significant transit capital programs is required.

Strong analytical, organizational and management skills; knowledge of transit systems planning and federal planning process.

Strong written and verbal communication skills.

Demonstrated time-and project-management experience.
