MANAGER, 3rd PARTY AGREEMENTS - THE Tunnel Project

 

NJ TRANSIT is New Jersey's public transportation corporation. Its mission is to provide safe, reliable, convenient and cost-effective transit service with a skilled team of employees, dedicated to our customers' needs and committed to excellence.

A new Trans-Hudson Express Tunnel (The Tunnel Project) will maximize the travel benefits and flexibility for commuters into and out of midtown Manhattan. Rail capacity will double into New York City during peak hours with more frequent off peak/weekend access. The Project also ensures redundancy for more flexible maintenance, for national emergencies or other service disruptions.

RESPONSIBILITIES:

1. Drafts, reviews and comments, prepares and negotiates agreements, contracts, right of entry, permits, licenses or memoranda of understanding (MOU) with third parties such as utilities, railroad companies and/or governmental entities regarding design, construction and possession or right to enter to construct, relocate or to cause relocations to occur to accommodate proposed construction.
2. Formulates procedures for preparation of various types of documents such as agreements, contracts, right of entry, permits, licenses or MOU.
3. Manages and administers implementation of all third parties, contracts, agreements, right of entry, permits, licenses or MOU between NJ TRANSIT and third parties. Arranges for or obtains monetary obligations required under agreements, contracts, rights of entry, permits, licenses or MOU. Maintains a current accounting of all payments as required under such obligations. Reviews invoices and makes payment recommendations.
4. Manages and tracks all agreements, contracts, rights of entry, permits, licenses or MOU as to the work or relocations that are to occur. Coordinates with contractors, design consultants or other project employees to ensure all such monetary and non-monetary obligations are carrier out in a timely manner.
5. Manages the maintenance of detailed digital files and digital tracking systems to support administration, payment, oversight, preparation, review, enforcement of obligations for the project.
6. Coordinates or interacts with assigned legal counsel or attorney and assemble and circulate drafts and final agreements, contracts, right of entry, permits, licenses or MOU along with required attachments and digital log entry of all final documents.


SKILLS REQUIRED:

Bachelors Degree in Accounting, Finance, Business Administration, Civil Engineering, Paralegal or related area, or equivalent, with six (6) years of contract or agreement management experience required. Knowledge of computerized accounting, word processing and database systems required. Experience with drafting, review, negotiating and preparation of agreements, contracts, right of entry, permits, licenses or MOU is required. Familiarity with engineering terms and contracting principals desired. Excellent written and verbal skills.
