Job Overview
We are looking for a Director of Program Management to join our team to lead all project managers for the implementation of new traffic enforcement operational contracts. These projects require coordination across resource teams consisting of a diverse set of internal employees, consultants, subcontractors and client personnel. This position will be based out of Scottsdale, Arizona headquarters and will report directly to the COO.
Key Job Responsibilities
· Participating in the development of an ongoing program plan and roadmap for the development and implementation of contracts for multiple clients.
· Developing and maintaining consistent project management standards
· Managing the priorities of individual project managers and guidance in setting priorities within other divisions
· Coordinating the development of reasonable estimates as input to project plans
· Developing and maintaining detailed program and project plans using company management tools
· Development and oversight of project budgets during bidding, contracting and implementation
· Making necessary schedule adjustments and managing their impact on the project
· Managing on time and on budget results
· Securing appropriate human and physical resources to ensure project success
· Assisting with the negotiation and execution of contracts.
· Identifying and resolving staffing and project issues in a timely manner
· Communicating issues requiring escalation to ATS senior management
· Communicating with ATS senior management and project team(s) through regular, effective status meetings and written reports
· Communicating the needs of the delivery organization effectively amongst departments
· Defining and implementing quality management and project implementation processes
· Reviewing project deliverables for quality, accuracy and timeliness
· Organizing and maintaining a comprehensive project repository to facilitate reuse for future projects
· Managing clients and client expectations initially and on an ongoing basis
· Assisting PM’s to sell new products and services to existing clients.
· Assisting PM’s to securing contract extensions and upgrades.
Job Requirements
· BA, BS or MS degree (Field experience desirable)
· 10+ years business and project management experience
· Team player with an appropriate sense of urgency
· Ability to function effectively in a matrix organization where key project resources may be assigned from other departments
· Ability to lead projects by example and direction
· Strong oral and written communication skills
· Deep facilitation, problem solving, consensus building and issue resolution skills
· Proven track record of successful project management through on time and on budget delivery of planned scope
· Recent team (5-20 resources) project management experience
· Experience managing consultants and sub-contractors in accordance with their contracts
· Experience managing programs and projects with multiple, dependent cycles and managing the associated impact on schedule, resources, change control, etc.
· Significant experience with Microsoft Project for the development and ongoing maintenance of plans
· Working proficiency in the use of Microsoft Office products
