Organizes overall strategic planning process ensuring alignment with global, regional, and local procurement plans. Oversees entire supply chain management process to maximize benefit to end customer. Oversees purchasing programs and processes and ensures adherence to approved quality and delivery standards. Selects suppliers and negotiates contractual terms and conditions for commodity items. Develops systems and tools in support of the procurement function. Provides analytical support to procurement management and staff. Tasks & Accountabilities Evaluates purchase requests for adherence to company policies and procedures and sourcing strategies. Solicits bids, negotiates with and selects suppliers and makes procurement commitments to assure the timely acquisition of goods and services at prices consistent with quantity and quality guidelines. Researches and investigates supplier products, interviews sales representatives, and conducts market research to develop a good working knowledge of commodity base and sources of supply. Researches, analyzes and communicates potential cost reduction areas to management or executives. Ensures SAP-EBP catalogs are current and accurately uploaded. Creates and maintains standardized templates, tools, and best practices for standard procurement activities including, but not limited to, Request for Proposals (RFPs), supplier evaluation, internal customer feedback, demand forecasting, and supplier performance. Evaluates procurement systems, tools and processes for efficiency and effectiveness and to identify key gaps. Provides analytical support during each of the procurement steps including, but not limited to, demand/consumption forecasting, supplier market analysis, supplier assessment, and comparative bid analysis. Manages on-going supplier relationship and monitors supplier compliance. Ensures timely delivery of required goods and/or services through follow-up and communications among suppliers, fulfillment and/or logistics, and the end users. Takes corrective and preventative actions to ensure deliveries are at or above customer expectations. May be responsible for the procurement of a category/commodity for an entire region. May provide functional guidance, advice and/or training to less-experienced buyers and/or purchasing agents.Skills & Qualifications Recognized subject matter expert. Serves as prime consultant on highly significant matters relating to policies, programs, capabilities and long-range goals and objectives. Mastery of existing and emerging technologies, processes, and practices. Develops new applications based on professional principles and theories. Typically requires BS/BA in related discipline and 8-10 years of increasingly diverse or complex applications in field of expertise or MS/MA and generally at least 5-7years of experience in related field. Professional certification required in some areas.
