This would be through analyzing requirements of and solutions to the more complex processes being supported or considered for new or revised computer processing.  For these processes, develops program specifications, computer programs, and supporting documentation. May supervise the work and review progress of junior analysts. About 3-5 years experience.  JOB DESCRIPTION: Independently analyzes problems identified by personnel representing organizations using Information Systems services.  Studies existing systems and procedures in terms of organization, flow of data, methods, forms, and feasibility of adapting existing manual processes to computerized applications. May lead lower grade programmer and analysts; conducts in service training for Information Systems staff; functions as project leader for specific Information Systems projects as directed; on a project basis, supervises staff engaged in developing systems and programs. Is involved with and cooperates with all levels of Information Systems staff; interfaces with internal and external clients. Designs or assists in the design of applications and systems, working with a minimum of supervision, on the more complex problems (designs include diagrams indicating operations to be performed in a program or system, as well as specification of necessary inputs to system and procedures to be followed by both Information Systems and user personnel). Develops systems test plans and verifies accuracy and completeness of program and systems tests; tests and refines programs as required to complete systems test plans; Installs new or revised computer systems and programs in conjunction with Information Systems' operational staff.  Assists with implementation of required procedures to insure successful use of the installed software. Writes or reviews necessary documentation for systems and programs (documentation includes system and program specifications, operating instructions and procedures, control instructions and procedures, plus user guidelines). Work with internal and vendor on-shore/off-shore peers enabling project and task delivery. Develops all documentation with adherence to standards; is involved in update of standards as required. Performs miscellaneous job-related duties as assigned. Scope would include in-house and vendor/3rd party applications. Work with vendor's support organizations to escalation and resolve issues  Qualifications:  Minimum Qualifications:Experience with .Net (ASP, C#, or VB), SQL, ASP, JavaScript, XML, Web Services, ADO Strong experience with SQL database development - MSSQL 2000, MSSQL 2005 Proficiency in Microsoft Office Tools including Word, Excel, Visio and PowerPoint Exposure and experience plus with DotNetNuke Designing and building applications with languages as outlined Experience with Reporting or Business Intelligence tools. Strong experience with Microsoft SSRS required Experience with Data Conversion, Data Staging, and ETL Tools. Experience with Microsoft DTS or SSIS required Experience with OLAP Tools. Experience with Microsoft SSAS Strong verbal, written communication and interpersonal skills Familiar with high transaction driven applications and performing query functions    OTHER REQUIREMENTS:  Must have a Bachelor's Degree in Computer Science, Electronic and Communications Engineering, or other degree in Math and Sciences.
