BTS ENGINEER

RESPONSIBILITIES



Position is responsible for engineering, material procurement, and installation of cell growth projects. Ensures the connectivity between new cell sites, cell expansions, existing cells and remote interconnection to the Mobile Telephone Switching Office are reliable, completed within budget, with our Clients procurement policies, and scheduled commitment dates. Designs and implements and work with all disciplines to complete projects pertaining to cell deployment.



Take the lead role in the development of reliable, cost effective designs, implementation, budgeting, procurement,, and utilization of microwave transport, optical transport and leased transport



Maintain data bases such as,



XNG



EMIS



Enterprise



Prepare and present 6 month to 1-year equipment scheduled forecast and capacity plans, showing capacity / utilization / and forecast of critical construction schedule.



Maintain and populate changes to facilities into Xng as network changes are implemented.
·Work closely with Switch Engineering, Transport, RF & Performance Engineering, and Operations in meeting the regions key objectives for system availability, network capacity, and reliability.



Engineer the Implementation process by preparing RFP/RFQ packages with all supporting bid documents, holding pre-bid meetings, releasing bids, evaluating bids, making recommendations for bid awards, and documenting awards. 



Take the lead role in expansion projects by running project management meetings, generating minutes, and assuring all team members and tasks are on-track towards successful completion.



Perform annual analysis of monthly BTS and construction expenses and develop cost effective designs to reduce expenses – including business case and NPV analysis.



Must ensure compliance with all With our Client standards and practices. Must provide complete equipment specifications for Network projects as defined by network deployment plans.



Engineering plan should cover cell hardware, transmission equipment, power equipment, batteries, cables, floor space planning, HVAC, and miscellaneous hardware.  Efficiently manage the budget as it relates to equipment purchasing



Effectively manage vendors and consultants. Work with vendors to obtain quotes, negotiate pricing, and ensure their products and services meet with our Client’ requirements. 



Manage outside vendors and contractors to effectively meet shipping and installation commitments. 




QUALIFICATIONS



5 years construction and BTS experience.



Strong understanding of XNG data base



BS in Electrical Engineering or equivalent experience, required.



Project Management Training and 1-3 years Project Management experience or 2-5 five years Project Management experience.



Strong understanding of network equipment and budgeting processes for cell site build planning.



Working knowledge of spreadsheets and numerical data manipulation.



Proficient in office computer applications: Excel, Word, Powerpoint, etc.



Excellent troubleshooting and problem solving skills.



Strong interpersonal skills.  Demonstrated ability to work with others without conflict and achieve goals.



Strong written and oral communication skills.  Demonstrated ability to communicate clearly and effectively via written technical proposals and oral communications.



Ability to work with minimal supervision and make sound technical judgments in a demanding environment.



Flexibility with work hours.



Ability to handle multiple tasks while meeting project schedules. 



Familiarity with Network Standards



Experience with Fujitsu and Alcatel/Lucent optical equipment highly desired.



Experience with Alcatel Microwave Equipment



Thorough understanding of hardware functions and architecture: Prefer Lucent ECP / 5E; Titian 5500 DAC; and Comverse Voicemail experience.



Thorough understanding of Cellular/PCS base station functions and architecture:  Prefer Lucent CDMA and EVDO experience.



Thorough understanding of AC and DC Power principles.



Understanding of Telecom principles and transmission mediums including:  T1, DS3, copper, fiber and microwave.



Valid driver’s license is required.
