Program Analyst
Emergint Technologies is seeking a highly qualified Program Analyst to serve as a staff expert in planning and executing a variety of complex management studies and special projects. This position is located onsite at the NIH in Bethesda, MD for a contract with the Center for Scientific Review (CSR).Â
Major Duties of the Program Analyst include: Reviews, advises and conducts complex analyses in support of organizational programs. Develops and implements expert qualitative and quantitative evaluations related to priority initiatives. Designs and conducts time sensitive analytical and evaluative studies using SPSS, SAS and other statistical software. Develops implementation plans and procedures in accordance with CSR policies and Federal guidelines. Guides and oversees the work of contractors related to evaluation projects designed to address complex short and long-range goals of the organization. Plans, develops, and coordinates briefings, presentations and conferences. Assists in determining the need for written policies and procedures and oversees the development of policies and procedures.
Experience Required: Proven experience applying and/or adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or productivity. Experience leading teams and working with Senior Analysts supporting a variety of complex projects or programs Experience managing projects and studies designed to improve productivity Experience developing recommendations to improve effectiveness and efficiency Experience performing broad and detailed research, compiling data, assimilating information and presenting information to higher management Programming skills required, ORACLE and SQL experience a plus Good written & oral communication skills High comfort level using MS Office Products – Word, Excel, PowerPoint, Outlook.
