Human Resoures Specialist
I. SUMMARY: Responsible for maintaining and applying full knowledge of all phases of the human resources applications systems development life cycle, policies, procedures, and project management methodologies. Serve as the primary liaison between functional team and the IT department.
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform work-related tasks other than those specifically listed in this description. This job description is not a “contract” between the employee and the Authority. The job duties and essential functions may be changed at the discretion of the General Manager.
II. ESSENTIAL FUNCTIONS:
1. Serves as the primary liaison between functional team (Human Resources and Payroll) and the IT department. Work with Payroll, the branches within Human Resources and Information Technology in planning, developing, implementing, upgrading, and supporting new or existing applications.
2. Coordinates with branches on future needs, possible automation and/or streamlining of business processes.
3. Responsible for overseeing functional support activities including user/operations training, business continuity, data entry of HR records and functional security requirement for all systems associated with Human Resources. Serves as the Security Administrator for Ceridian HR/Payroll Systems.
4. Prepares activity and progress reports regarding the activities of the functional areas.
5. Provides analytical and functional direction, to end users and HR branches, in identifying HR Systems enhancement opportunities.
6. Defines system-wide standards as they relate to the applications functionality and data modeling. Provides functional lead for system upgrades, new features, and additional system functions.
7. Conducts needs analysis, recommends and implements solutions to meet business needs. Collects and defines functional business requirements, translates into functional design documents and participates in the technical design.
8. Manages user expectations and functional requirements scope and vendor relationships as they relate to HR Systems.
9. Assists with the development of new function tests scripts. Participate in software performance and functional testing following the installation of upgrades, revisions and/or patches. Lead or participate in functional teams in product test scenarios development and test deliverables with team members.
10. Prepares regular and special reports as required by supervisor to support management decision-making.
11. Supports SQL queries and ad-hoc reporting for HR and Payroll branches.
12. Understands and manages the functional/data management relationships between the Ceridian HR/Payroll Database (HRIS), including eRecruit with the Interactive Voice Response (IVR) functionality, the performance management system administrator, and the Electronic Document Management System (LiveLink) System Administration applications used by Human Resources.
13. Performs other related duties and projects as assigned at the discretion of the supervisor.
Supervisory Responsibilities: No direct supervisory responsibility.
Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.
III. EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
1. Bachelor’s degree in Human Resources, CIS, MIS, Business or related field from an accredited college or university and five (5) years of progressive experience relating with Ceridian HR/Payroll Systems, and other HR systems including database, performance management and document management, Project Management, Process, Business Process Assessment, Functional Analysis requirements, data modeling and workflow analysis in a utility industry; or equivalent combination of education and experience.
2. Must have current and hands on experience either leading functional team members or hands on experience as a business analyst in a Human Resources Information Systems (HRIS) environment.
3. Experience with HR Records Management of Human Resources Personnel Files.
4. Excellent project management and leadership skills.
5. Possesses excellent communication, interpersonal and organizational skills.
6. Demonstrate the ability to work with aggressive timetables.
7. Detail oriented, self-starter, work independently of supervision, have a strong customer satisfaction orientation and be a team player.
8. Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
