Healthcare IT Planner
1. Key area of Expertise (required Knowledge):
Education: 10 years of relevant experience with applicable functional area certifications or 5 years relative experience with IT related Bachelor of Science degree.
· A minimum of 5 years of systems engineering experience in LAN and WAN network infrastructure design, configuration, implementation, and troubleshooting is required, and is mandatory.
· Demonstrated knowledge of Foundry Networks, and Cisco Systems routers, switches, firewalls, and Virtual Private Network (VPN) concentrators is required. Demonstrated knowledge and experience in any one of the following: HP OpenView, Foundry Networks IronView, or Lucent Technologies Vital Net network management and monitoring platforms is required.
· Demonstrated practical knowledge of Ethernet, Gigabit Ethernet, Ten Gigabit Ethernet, and ATM technologies is required.
· Demonstrated in depth knowledge and troubleshooting skills of all layer 3 protocols including VRRP, OSPF, EBGP, IBGP, and IGRP.
· Demonstrated in depth knowledge and troubleshooting skills of all layer 2 protocols including STP, and RSTP. Demonstrated network configuration, and troubleshooting skills are mandatory.
· Must be capable of functioning as a Principal Engineer and posses the ability to perform presentations in a public forum, attend project meetings and consult with clinical and administrative departments on IT related issues. This position requires the ability to work independently in a military hospital environment. Excellent oral and written communications skills are required.
· Extensive experience in the use of Microsoft Office products to include Microsoft Power Point, Microsoft Project, Microsoft Word, Microsoft Excel, and Microsoft Visio is required.
· Working technical knowledge of PBX, voice mail, interactive voice services, call management systems, and telecommunications accounting systems
· Strong hands-on knowledge of the installation, implementation, and maintenance of telecommunications equipment, video teleconferencing equipment, and voice/data equipment
· Working technical knowledge of current telecommunications practices, protocols, and principles, including.
· Ability to research, prepare, and present cost estimates, budget reports, capacity forecasting, and systems upgrade recommendations.
· Hands-on experience designing, installing, and troubleshooting cabling and wiring systems.
· Adept at reading, writing, and interpreting technical documentation and procedure manuals.
· Experience with personnel management and project management.
2. Place of Performance/Duty Hours: This position is located at the US Army Health Facility Planning Agency, HFPO-Belvoir, Fort Belvoir, VA. The hours of duty are 0730-1630, M-F, with 1 hour for lunch. This position is full time and the individual filling it is expected to work from the office or the new facility.
3. Task Objectives:Healthcare IT Planner will be responsible for the planning the integration of all Low Voltage systems, installation, and operation of all Telecommunication (Voice and Data), Nurse Call, RFID and Telemetry, CATV and CCTV, Security and Surveillance, Intrusion Detection and Elopement Protection and Access Control, Emergency Radio and Public Address systems throughout the new facility. Contractor will ensure that final commissioning and acceptance of all of these IT systems is successfully completed.
Coordinate and plan the integration all aspects of the Low Voltage, IM/IT for the Replacement Hospital. Successfully partner with MEDDAC IMO, DOIM, AE firm, Corps of Engineers, Consultants and HFPA IT/IM staff on project IT/IM and Low Voltage systems issues. Ensure coordination of all DOIM activities associated with the project. Assist customer in refining his needs and particularly bring any external factors into the equation (e.g. impact of CHCS II deployment and integration of emerging technology for such systems as Nurse Call, bed side TV systems, and physiological monitoring systems) by coordinating with external agencies (e.g. TIMPO and private enterprise). Develop user survey tool and coordinate needs assessment surveys (working with consultant, MEDDAC IMO, and staff end-users). Develop IMO buy-in to user survey. Assist the MEDDAC define a strategic IT/IM Plan to include wireless technologies, teleradiology, CHCS II/Alta, HIPAA, Informatics, telephones etc. Review the plan at least annually and during system reviews. Assist AE, MEDDAC IMD and staff develop requirements for and design MILCON IT/IM Follow-on. Contract consists primarily of IT/IM backbone, nurse call, security systems, Patient Monitoring, and other associate low voltage security and intrusion detection and alarm system integration of these systems using the latest technology available in the private sector. Assist with implementation of MILCON funded communications contract during construction. Identify requirements and potential additional sources of funding for all non-MILCON funded IT/IM equipment (hubs, routers, servers, splitters, switches, etc.). Develop IT/IM Transition plan and schedule in coordination with MEDDAC IMO and HFPO Transition Branch. Plan will include equipment procurement planning, installation of equipment, movement of equipment from old to new facility, determination of support needs during transition, QA during installation, commissioning of installed systems, sustainment, decommissioning of existing systems in old facility. Coordinate/ implement the IT/IM Transition Plan, including any required follow-on communications installation contract work. Works with the Corps of Engineers and AE to develop, coordinate and implement the IT/IM Transition Plan with on-going MEDDAC purchases of IT/IM equipment through CEEP working with MEDDAC staff. Coordinate/implement the IT/IM Transition Plan with Initial Outfitting equipment planning, purchases and installation working with HFPO Equipment Planner. Oversee installation and commissioning of specific systems in the project (e.g. nurse call, computer room outfitting and other low voltage systems.) working with the Corps of Engineers, MEDDAC IMD and others. Complete an effective IT/IM Post Occupancy Evaluation
