DIRECTOR OF EMERGENCY MANAGEMENT

 

NATURE OF WORK

 

This is highly responsible management and professional administrative work in planning, organizing and directing the activities of the Emergency Management Department of the Seminole Tribe of Florida. Work involves responsibility for the administration and direction of the emergency management program for all of the Reservations of the STOF. The incumbent in this position acts as the community representative on all Emergency Management matters. Initiates and carries out special programs and studies as directed.  Assignments are received in the form of broad policy statements from the Chief Public Safety Officer and Tribal Council. This position reports to the Chief Public Safety Officer and is an exempt position.

Administers the STOF's emergency management program.

 

Researches, formulates and deploys long-range strategic goals for the STOF including policy development, service delivery and regional involvement.

 

Directs through subordinates the planning, scheduling and coordination of divisional activities.

 

Develops policies, procedures and priorities to meet established goals.

 

Develops, implements and maintains strategic, fiscal and capital improvement plans for the Department.

 

Establishes and maintains regular written and in-person communications with the organization’s executives, department directors, and end-users regarding pertinent emergency management activities.

 

Keeps the Chief Public Safety Officer, the Tribal Council and Tribal Board fully informed on all Emergency Management matters and acts as their representative in dealing with other governmental and private organizations concerned with Emergency Management.

 

Maintains and updates hazard mitigation, emergency response and recovery plans for STOF Tribal community and mutual aid agreements with neighboring communities.

 

Organizes regular disaster exercises to test local emergency response agencies.

 

Directs a training program to prepare the Emergency Management organization for emergency operations. Attends Emergency Management training courses and workshops.

 

Prepares and monitors division budget and prepares special reports as required.

 

Attends Tribal Council Board meetings, community meetings. Prepares correspondence, reports and materials for presentation at the Tribal Council and Board meetings.

 

Directs continuous professional development of Department members. 

 

Performs related work as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

 

• Interest in the Seminole Tribe of Florida history, culture and organizational structure.

• Thorough knowledge of the principles and practices of emergency program management, public administration, emergency planning, mitigation and coordinated response to emergencies which require timely effective response actions.

• Knowledge of the structure, functions, and interrelationships of State and local governments.

• Knowledge of the methods of organization, planning, management, and supervision.

• Thorough knowledge of all federal, state and local regulatory requirements applicable to emergency management and major issues which require effective coordinated actions.

• Ability to evaluate situations and exercise good judgment in making decisions.

• Ability to plan, implement, and coordinate technical and administrative programs.

• Thorough knowledge of the funding process as related to budgeting, cost accounting, financial planning and management.

• Ability to express ideas effectively, both orally and in writing.

• Ability to serve the STOF tribal communities, public and fellow employees with honesty and integrity.

• Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds.

• Excellent English written, oral and interpersonal communication skills. Ability to present information clearly and concisely in  oral and written form.

• Ability to present ideas in business-friendly and user-friendly language

• Highly motivated, self-directed and attentive to detail

MINIMUM REQUIREMENTS

 

Bachelor’s degree in Business Administration, Public Administration, Emergency Management, Criminal Justice or related field. Seven (7) years progressively responsible management experience in public administration, public safety, emergency management or related field. Three (3) years experience working with public safety agencies. Proven experience in strategic planning, intergovernmental relations and fiscal management. Extensive experience working in a team-oriented, collaborative environment. Be available 24/7 upon activation of the STOF Emergency Operations Center. Must be able to work flexible work schedules including evenings, weekends and holidays and travel to all STOF Reservations and other locations as necessary.

 

PHYSICAL DEMANDS

 

Typically, the incumbent may sit comfortably to do the work. During emergencies work will involve walking, talking, hearing, pushing, pulling, lifting and carrying up to 185 lbs.  Ability to deal effectively with high- stress and emotional distress caused by critical and perceived emergencies. May drive a company vehicle.

 

WORKING CONDITIONS

 

Works in a clean, air-conditioned office area, with little noise while in the office and moderately loud when in the field. Will be expected to travel from site to site; will be exposed to hazardous conditions including, smoke, fire and inclement weather conditions; is exposed to emergency or disaster worksites.
