Compliance Manager

The Compliance Manager is responsible for compliance and reporting activities and procedures in the administration of all regulatory programs - including HUD subsidy and LIHTC programs, compliance department liaison service for specific regional and district portfolio assignments, various independent projects regarding corporate operations, due diligence assignments, new site (acquisition and new development) transition, and data/document management.
The Compliance Manager is directly responsible for the following:
§ Maintain comprehensive information sources of all regulatory programs in effect company-wide; develop and distribute such information in appropriate format (e.g. compliance narratives), to facilitate implementation and compliance with regulations.
§ Develop and coordinate (with the training and development team) dissemination of new and updated/revised procedures as needed or required to ensure compliance with all relevant regulatory requirements, as well as federal, state, and local laws and company procedural guidelines.
§ Schedule and perform site compliance audits; prepare, score, and distribute compliance audit reports.
§ Serve as the compliance department liaison to multiple regional/district offices and provide effective and timely support for a wide-range of management efforts, including, but not limited, to MOR (spell this out) and agency review coordination and response efforts, management plan and agreement development, annual administrative reporting and filing coordination, compliance narrative development, form and document control, and critical LIHTC initial certification coordination and validation.
§ Develop and maintain various informational spreadsheets and databases in support of corporate and site operations, providing effective analysis and reporting of same as required.
Qualifications:
§ Ability to work as part of a team as required, independently as required, and to take direction as required.
§ Ability to work under time pressures with a high degree of focus and accuracy.
§ High energy level with exceptional work production in both quality and quantity.
§ Ability to comprehend, interpret, and communicate to others, including the end users, complicated written materials regarding program, federal, state, and local regulations and to write clear, concise abstracts/procedures for ensuring consistent compliance with same.
§ Ability to establish and maintain a cooperative and effective working relationship with and the confidence of Owners, other department members; remote site, district, and regional staffs and supervisors; and government/agency representatives.
§ Ability to understand and carry-out oral and written direction, applying independent analysis and resolution skills.
§ Ability to research and investigate a wide-range of regulatory matters and issues, make recommendations for addressing issues, and develop comprehensive strategies to ensure compliance.
§ Ability to communicate effectively, both orally and in writing.
§ Proficient in Microsoft skills, including ability to utilize Excel, with minimum direction
