Senior Policy Analyst
Altarum is searching for a Sr. Policy Analyst to support the Medical Programming Division of the Air Force Surgeon General’s Office (AF/SG) in a variety of activities involving resource management (manpower, personnel, finance), management engineering, and analysis. Support is integral to successfully supporting the Major Commands (MAJCOMs), Air Force medical treatment facilities (MTFs), a soon-to-be-activated field operating agency (FOA) that will serve as the principal liaison between the MTFs and Air Force headquarters, and other activities within the AF/SG. Also serves as program manager for the development, sustainment, and deployment of the Air Force Medical Planning and Programming Tool (MPPT), a consolidation of four distinct Web-based and desktop applications supporting the assessment of medical resources (both manpower and financial) submitted by all MTFs, all MAJCOMs, and AF/SG. Responsibilities: Functions as a member of the AF/SG staff. Works independently and collaboratively with military and civilian staff members to perform the following activities: • Interprets and implements policies and procedures to provide planning, programming, and budget guidance to facilitate achieving the best mix of manpower forces, financial resources and support for medical mission and operational plans. • Organizes and executes necessary policies, regulations, directives, programs, procedures and instructions for the determination and effective management of military, civilian, and contract manpower requirements to include peacetime and readiness requirements, military grades, headquarters requirements, reserve requirements, and effective execution of manpower models. • Develops strategies in support of medical capability plans for Air Force Medical Service (AFMS) input to the Program Objective Memorandum (POM) and Future Years Defense Plan (FYDP). • Organizes and implements necessary policies, regulations, directives, programs, procedures, and instructions for executing the AFMS standard organizational structure and analyzes proposals for organization changes to ensure compliance with applicable standards. • Establishes on-going mechanisms for evaluating the effectiveness of the planning, programming, budgeting, and execution system (PPBES) process as it relates to major mission and operational plans support. Performs risk/benefit, dollar cost/economic analysis in support of decision-making on significant issues. • Conducts special studies for developing manpower factors and financial metrics to support programming initiatives. Prepares reports, briefings, responses to queries, justifications and background papers on the technical aspects of areas of expertise and assignment. • Maintains a continuous liaison with other Air Staff, Major Command (MAJCOM), FOA, and MTF counterparts to integrate Air Force medical support actions (manpower and financial). Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall AFMS planning. • Promotes exchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization to support development of processes and systems designed to optimize and effectively manage AFMS programmed resources. • Provides complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning and development of annual work plan(s). • Actively participates in or facilitates management studies and strategic planning to improve organizational direction and focus using appropriate strategic planning tools and techniques. • Prepares detailed plans, and schedules for assigned programs and/or participates with management in fiscal planning; responsible for effectively integrating requirements. • Provides operational support to AF/SG manpower, organizational, and financial efforts, supporting a range of manpower and organization management and related manpower study activities, coordinating actions with Line of the Air Force agencies, AFMS agencies, and other activities. • Coordinates updating of manpower and financial data in the Medical Planning and Programming Tool (MPPT) to support the development of POM submissions. Works with AF/SG and Altarum staff to ensure validation of all manpower and financial data throughout the process to ensure information queries and exhibits reflect the correct and complete data. Ensures all updated data and/or exhibits are available for inclusion in the MPPT within time constraints. • Supports development and functionality of the ‘Make vs. Buy’ Analysis Model and continues the execution of the model. This model provides a means for the MTFs, FOA, MAJCOMs, and AF/SG to analyze the impact of changes in the mix of manpower requirements and resourcing in light of the business, readiness and currency case analysis. Serves as program manager for the development, sustainment, and deployment of the Air Force Medical Planning and Programming Tool (MPPT). Works with the project leader to manage all aspects of the project, including scope, time, cost, quality, human resources, communications and risk, ensuring projects are completed on time, within budget, in compliance with contract requirements, and satisfying the client’s needs. Performs staff assignments and evaluations, budget oversight and project tracking; negotiates modifications to the requirements, contract and project schedule with the client; develops project documentation • 10+ years of experience in Military Health System (MHS) healthcare management • Master's Degree with a major in one of the following or a comparable area: Hospital/Healthcare Administration, Business Administration, Public Administration • Familiarity with military health systems and data is critical; knowledge, use, and application of MHS data systems is a significant plus. • Knowledge of MHS healthcare system and delivery process including ambulatory, inpatient, pharmacy, population, cost/budget and enrollment data sources. • Knowledge of MHS, OASD(HA), TMA management structure. • Experience in healthcare modeling (econometric, statistical, mathematical, population based, etc.) is desirable • Experience with MHS or healthcare planning, network development, provider practice pattern analysis, and utilization analysis is desirable. • Must have track record of increasing responsibility in healthcare systems. • Must be able to develop a detailed understanding of the client’s environment and needs. • Must be able to obtain a security clearance (Must be a US citizen).
