Senior Budget and Program Analyst

Job Description
The PCAOB has a full-time, regular position for a Senior Budget and Program Analyst in the Office of Budget, Program Analysis, and Strategic Planning at its Washington, DC headquarters office. Reporting directly to the Budget Officer, the incumbent will be responsible for assisting and advising the Budget Officer with all elements of the formulation, presentation, and justification of the Board’s annual budgets. The incumbent will also be responsible for assisting the Budget Officer with recurring budgetary oversight duties and program analyses related to, among others, the Board’s information technology activities.
Responsibilities
· Undertake highly complex quantitative, data-driven program analyses using information from a variety of internal systems;
· Analyze and review budget submissions and text narratives from divisions and offices for consistency, cost-effectiveness, and adherence to guidance from the PCAOB Chairman and Board Members;
· Develop and maintain highly technical spreadsheets and other briefing materials used in the budget preparation and formulation process; and
· Provide expert advice and assistance to the Budget Officer as part of the Board’s strategic planning activities.
Qualifications
· Minimum of five years experience in management, budget, accounting, finance, or similar experience. Bachelor’s degree required; Master’s degree in public policy or business preferred;
· Experience working independently on a project-by-project and ad-hoc basis;
· Ability to present findings, ideas, and recommendations in a clear, concise, and well-organized manner;
· Ability to maintain effective relationships with and gain the cooperation of supervisors, managers, co-workers, and other organization officials to elicit budgetary and programmatic information on highly technical concepts and practices of the Board;
· Ability to verbally communicate clearly and persuasively to relay information on complex issues; and
· Ability to use word processing, database, and spreadsheet software packages.
