Purchasing & Compliance Specialist

Job Description:Job SummaryThis position is responsible for successful deployment and integration of strategic procurement initiatives and ensuring regulatory compliance objectives are met that support the overall organization’s sourcing strategy. Specific purchasing responsibilities include development and managing of commodity strategies, supplier negotiations, identification of cost savings opportunities, and the overall management of the supplier relationships. This individual will also implement and manage effective export and compliance programs to insure compliance in all export related areas as they apply to Blue Cross and Blue Shield of Minnesota (BCBSM). Ensure that all export activities are coordinated with other areas of Corporate Compliance including Regulatory Affairs.Accountabilities: 1. Develops and leads procurement strategies across organizational and management levels.2. Procurement of indirect equipment, supplies and services, with primary focus on the corporate shared service commodities including complex contract negotiation strategies critical to the organization.3. Objective setting, measurement, reporting, and process improvement in all areas of responsibility.4. Develops strategic initiative designed to achieve and maintain effective levels of export compliance throughout BCBSM including export related policies & procedures for BCBSM.5. Evaluates and interprets, or assists with the evaluation and/or interpretation, of US government regulations pertaining to the export or re-export of products and services. 6. Develops and/or conducts export related compliance training in cooperation with the Corporate Compliance Department.7. Directs or conducts periodic monitoring to ensure export compliance with established company policies and procedures.8. Acts as the business lead for all export related matters and work in collaboration with Corporate Compliance regarding inquiries, investigations, audits, questionnaires, voluntary disclosures or mandatory reporting requirements. May participate in consultation with outside counsel or negotiate directly with regulatory authorities regarding company's filings.9. In collaboration with Regulatory Affairs conducts or assists internal investigations or analysis of any suspected non-compliant transactions. Defines and/or assists in definition of and implement corrective action as necessary.Required Qualifications: 1. A Bachelor's Degree in business, finance or a related field and five year’sor relatedpurchasing and/or export compliance experience. 2. Strong communication, organizational, interpersonal and computer skills and the ability to operate in a fast paced environment across a large organization.Preferred Qualifications: 1. Working knowledge of Microsoft Office Tools, Database software and SAP experience.2. Design, development and management of corporate purchasing or compliance programs.3.LEAN or Six Sigma experience. 4.
