Payroll Manager - 718

One of our clients seeks a Payroll Manager to join the growing Human Resources team in their West Houston office. This person will ensure that payroll is processed timely and accurately, support payroll by managing system needs and resources, manage the reporting and data analysis process, as well as the development of technical tools to support the Payroll group, and lead the efforts to identify, document, and assist in implementing changes and enhancements to Payroll systems.

Responsibilities
·  Control timely and accurate payroll input through ADP.
·  Maintain all Payroll systems and interfaces.
·  Interface with all Company departments and vendors to ensure appropriate planning and implementation of system and interface updates.
·  Respond to employee inquiries in a timely and professional manner.
·  Communicate issues to management.
·  Reconcile, edit, and audit discrepancies, and prepare manual checks when appropriate.
·  Review, input, and reconcile special accounts (i.e., bank statements, tax and deduction information prior to and after payment to ensure accuracy.)
·  Responsible for creating and distributing accurate reports to Management, Field and Accounting divisions in a timely and organized manner.
·  Meet all deadlines.
·  Ensure that reports are sent to Accounting for monthly close and financial reporting.
·  Work closely with Accounting to help with all account reconciliations.
·  Responsible for answering and investigating payroll questions and issues for Management, Field, and Accounting.
·  Evaluate and recommend design, setup, and functionality for users of Payroll system.
·  Provide recommendations and technical support to senior management and systems users.
·  Coordinate with IT, HR and Finance to identify systems solutions and develop efficient, value added processes.
·  Oversee development of technical and reporting solutions to enhance operational processes.
·  Develop and disseminate communication to the end user regarding enhancements, changes, and implementations of Payroll processes.
·  Manages the development, testing, and implementation of modifications or adjustments to Payroll system to meet user needs.
·  Audit and analyze data integrity to ensure consistency, validity and accuracy.
·  Identify and coordinate training needs for Payroll group.
·  Prepare periodic reports of earnings, taxes and deductions.
·  Audit, report and maintain Vacation and Sick accruals and balances.
·  Work with internal and external customers to service all employees.
·  Balance and distribute W-2’s prior to January 31st of each year.
·  Accept new responsibilities as the position changes and grows.


Qualifications
·  Must have at least ten (10) years of experience in Payroll/Commissions.
·  Payroll certification required.
·  Bachelor’s degree in Business, Finance or Accounting is required.
·  Extensive computer skills and aptitude, including database management and proficiency with Microsoft Office Suite (Word, Excel, Access and PowerPoint) applications.
·  Extensive knowledge of ADP PC for Windows is a must.
·  Must have knowledge of the ADP ReportSmith report writing system.
·  Must be able to interpret, comprehend, and apply complex material, data and instruction.
·  Must be able to research and solve complex problems efficiently by identifying root causes, dependencies, and presenting several viable solutions.
·  Must be able to effectively present information and analysis, and respond to questions from field groups or management regarding systems logic and capability or operational results.
