JOB DESCRIPTION
The New York City Department of Environmental Protection’s (DEP), Bureau of Water Supply is seeking an experienced Health and Safety Coordinator / Associate Project Manager, Level I.

The selected candidate will be assigned to the Health and Safety (H&S) section in the Compliance Division of the Bureau of Water Supply and will report directly to the H&S Section Chief.  The candidate will be responsible for ensuring that H&S regulations, policies and procedures are adhered to by affected staff.  The candidate will respond to questions, complaints, and inquiries from bureau personnel and conduct field investigations and site assessments to determine status and validity of worker complaints and/or concerns.  The candidate will perform research necessary to define issues, make recommendations for corrections and/or alleviate employee concerns.  The candidate will assist in developing, reviewing, and maintaining Health and Safety Plans (HASPs), safe work plans, and Standard Operating Procedures (SOPs) to protect employees and the environment during remediation, construction activities and high-risk tasks.  The candidate will assure compliance through site visits and assessments. The candidate will assist in developing scopes of work for outside consultants as well as selecting and evaluating vendors.  The candidate will manage or assist in managing H&S projects involving outside contractors, venders and consultants including reviewing and commenting on submissions such as HASPs, work plans, analytical data, and reports. Responsibilities may also include assisting with H&S training, procurement, and contracts. 

Preferred Skills:
Working knowledge of applicable Federal, State and Local laws and regulations that relate to regulatory compliance.
Candidate must have working knowledge of MS Word, Excel, Access and other computer software applications as well as excellent communication and writing skills.

QUALIFICATION REQUIREMENTS
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $ 1,000,000 or more, and either:

1) A Baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating  or expediting, for engineering and/or architectural and/or landscape architectural projects; or

2) A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

3) A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience.  One year of credit will be given for (a) each 30 semester credits of college education leading to a bachelor’s degree from an accredited college in engineering, architecture, landscape architecture, business administration or public administration; (b) a Masters degree from an accredited university in one of the disciplines described in "1" above; or (c) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.

Experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
