Health Policy Analyst - International Health

The Health Policy Analyst will be responsible for a wide range of program and proposal management tasks for the RTI Center for International Health (CIH) activities in health systems strengthening, health finance, health policy development, infectious diseases, reproductive health, and maternal child health.

 

The position will primarily support the Center’s New Business Development team and management of the Center’s Technical Assistance and Support Contract for Population, Health and Nutrition 3 (TASC 3) indefinite-quantity contract, as well as provide support to other areas of business development and technical program management as required. This position will be based in Research Triangle Park, NC, with periodic trips to RTI’s Washington, DC offices and will include moderate international travel (15-25%).

 

The successful candidate will be able to exceptionally plan and organize work, prepare reports and other documents, assemble and summarize technical materials, and follow-through on agreed actions, while maintaining a positive attitude with other team members in a fast-paced and demanding environment. The Health Policy Analyst must be energetic and show initiative while also appreciating the scope of his or her authority and the boundaries within which (s)he can take action. 

 

Duties and Responsibilities:

 

·  Responsible for project and task order management functions, including liaising with partner organizations; preparing scopes of work and budgets for consultants and subcontractors; monitoring consultant and subcontractor performance; preparing and/or reviewing technical reports and progress reports; preparing input for press releases, newsletters, websites, and other media and public relations outlets; preparing input to RTI project reviews and strategic plans; and contributing to project deliverables;

·  Participates in various CIH proposal efforts under primarily the TASC 3 IQC, including tracking and participating in capture activities, identifying and assembling proposal teams, managing subcontractor relationships and proposal input, contributing to technical approach and proposal design, contributing to task order staffing patterns, etc., writing key sections of CIH proposals (may include technical, corporate capabilities, management, branding and implementation chapters) and contribute to additional proposal tasks as needed.

·  Contributes to CIH program technical activities as they relate to ones background and expertise and based on program needs;

·  As appropriate to his or her skills and interests, the PDC may participate in geographically- or topically-focused IDG task forces and cross-program initiatives;

 

Requirements:

 

·  Masters in Public Health, Health Economics, Health Policy, or related field and a minimum of 3 years of international work experience on public health or health policy, HIV/AIDS, reproductive health, or maternal and child health, as part of projects funded by an international agency, organization;

·  Prior experience working with USAID or US government-funded projects strongly desired;

·  Prior developing country work experience;

·  Experience on projects that implement direct interventions is preferred over experience in research;

·  Strong written and verbal communication skills and attention to detail;

·  The position may require modest overseas travel, most likely 3-5 trips per year;

·  Language skills in French or Spanish will be an asset.
