Fiscal Services Manager
The Nevada State Contractors Board (NSCB) has an outstanding opportunity for a Fiscal Services Manager. The position can be based at the NSCB’s offices in either Reno or Henderson, and will report directly to the NSCB’s Henderson-based Executive Officer. The Fiscal Services Manager directly supervises one full-time Accounting Assistant and personally performs more complex or sensitive budgeting, accounting, and investment management tasks.
The Fiscal Service Manager’s primary responsibility is to support administration of the NSCB’s Proprietary Fund, including performing accounting activities related to the collection of application and license fees and payment of recurring operating costs. Additionally, the Fiscal Services Manager supports administration of the Construction Education Account and the Residential Construction Recovery Fund. The NSCB’s Operating Budget for 2008/09 is approximately $10 million, with personnel-related expenditures accounting for about two-thirds of all operating costs.
The right candidate will possess a combination of prior experience performing budgeting, accounting, and investment management services and a demonstrated capability to work effectively as a member of team. Additionally, the position is expected to take lead responsibility for documenting and modernizing the NSCB’s accounting procedures, practices, and technology support systems. A Bachelor’s degree from an accredited university is required. A CPA is desired, but not required.
Duties and Responsibilities
Major areas of responsibility are highlighted below:
v Revenue Accounting – Responsibilities include processing uploads from the NSCB’s Licensing and Enforcement System (LicenseEase) to the Accounting System (MOMS, a DOS-based system operating in a Windows environment). Uploads are performed twice per month. The uploads generate transaction edits and exceptions that must be researched and reconciled.
v Refunds – Responsibilities include issuing refunds of fees paid by applicants and licensed contractors, usually on a weekly basis, including refunds of fees paid with rejected, withdrawn, or denied license applications and renewals and refunds of over-payments.
v Accounts Payable – Responsibilities include issuing payments for rent, utilities, office supplies and equipment, outside services, gasoline credit cards, Board member and employee expense reimbursements, etc. Payments are issued twice per month with each A/P run consisting of 50 to 75 checks.
v Employee Benefit Program Administration – Responsibilities include vacation and leave accounting and administration of all benefit programs (e.g., new enrollments, changes, etc. for medical, dental, vision, deferred compensation, retirement, and other benefit programs).
v Payroll – Payrolls are processed on a bi-weekly basis for about 72 Board employees using an in-house payroll system. Responsibilities also include payroll-related quarterly and annual wage and tax reporting.
v Licensee Cash Bond Account Maintenance – The Board maintains about 500 cash bond accounts on behalf of licensed contractors. Responsibilities include generating annual billings, processing releases, and bank account administration.
v Fine and Investigative Cost Recovery Assessment Accounting – Responsibilities include generating billings, tracking payments, and completing monthly reconciliations.
v Fixed Asset Accounting – Responsibilities include fixed asset inventory control, depreciation, dispositions, and vehicle registration renewals.
v Bank Account Maintenance – Responsibilities include reconciling monthly bank statements.
v General Ledger Accounting – Responsibilities include reconciling accounts and posting adjusting entries.
v Fiscal Analyses and Reporting – Responsibilities include preparing special cost analyses and financial projections based on past, present, and anticipated future business activity levels and preparing and issuing reports required by regulatory agencies.
v Financial Statement Preparation – Responsibilities include preparing monthly, quarterly, and annual reports, including prior period comparison reports, and providing support to the Board’s outside auditors.
v Insurance Administration – Responsibilities include maintaining insurance policies for property, liability, and other types of insurance and determining needs for changes to these policies.
v Cash and Investment Management – Responsibilities include directing the investment of reserve funds. Most reserve funds are invested in bank certificates of deposit.
v Internal Audits – Responsibilities include performing periodic reviews and analyses of contracts, travel expenses, and other areas to ensure compliance with established policies.
v Internal Controls – Responsibilities include maintaining a system of internal controls to ensure that all transactions are real, properly valued, properly categorized, and recorded on a timely basis.
v Accounting Procedures, Practices, and Technology Support Systems – Responsibilities include documenting accounting procedures, automating manual and semi-automated tracking systems, such as currently used for fine tracking, and replacing the existing Accounting System.
Required Qualifications
Education
v Bachelor’s degree from an accredited university, preferably in business or accounting.
v CPA desired, but not required.
Experience
v 3 to 5 years experience in fiscal services, including budgeting, accounting, and investment management.
