Contracts Manager/Aquisition Mgt. Analyst

Shall provide advice and guidance to the Office of Overseas Protective Operations (DS/IP/OPO), the Office Director, Division Chiefs and their staff, and senior officials within the Bureau of Diplomatic Security (DS) and at overseas U.S. Missions on planning, programming, budgeting and acquisition for multiple programs. (i.e., local guard, residential security, surveillance detection and personal protective services). This guidance will be based upon the Federal Acquisition Regulation (FAR), Department of State Acquisition Regulation (DOSAR), and other DoS regulations and instructions.


Contracts Manager/Acquisition Management Analyst

• A Bachelor’s degree (shall have a major in any field that included or was supplemented with at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management)

• A minimum of ten (10) years experience in a contracting or related position, five (5) years of which was specialized experience that included planning, managing, administering, directing, evaluating and serving as a technical authority for an organization’s contracting program

• An in-depth knowledge of existing and proposed federal legislation, policies and guidelines impacting the management of Diplomatic Security

• The ability to convey policies, commitments, and technical information in order to avoid adverse impact on program funding

• The ability to develop written policy and guidance as well as the ability to effectively communicate with a variety of management and program experts

• The ability to interpret budget/financial and contract management requirements; consider resource constraints; and be innovative and use mature judgment in developing policies and guidelines

• The ability to effectively communicate with top-level decision-makers in defining DS/IP/OPO's program planning guidance, plans, and priorities

• The ability to describe and defend program plans to decision-makers, to achieve a common understanding of the problems and issues involved, to offer satisfactory solutions, arrive at compromises, and develop suitable alternatives to highly complex or controversial issues

• Demonstrated experience in providing technical expertise and guidance on the full range of acquisition functions

• Experience in evaluating program operations and devising solutions to increase effectiveness and efficiency

• Experience in briefing and advising program and management officials on procurement alternatives and resolutions to highly controversial, complex and sensitive problems and issues

• Knowledgeable of the FAR

• The AMA should have familiarity with foreign affairs agencies. The AMA shall be willing to travel overseas up to twenty-five percent (25%) of the time. Shall not have any impediments to overseas travel that may be to countries that are considered dangerous or unhealthy. The knowledge of foreign languages is desirable but not essential. The AMA shall posses a SECRET clearance and shall be able to obtain a TOP SECRET security clearance, if needed.
