This role coordinates identification and implementation of appropriate solutions for government price or discount calculations, data validation, analyses, certification support, and internal or external reporting requirements. This role is required to maintain proactive communication and effective cross-functional relationships with: Healthcare Systems Information Technology, Healthcare Systems Contracting, Finance Managed & Legislated Programs, Compliance, and TO&PS, to assure customer, product and discount data or reporting issues are identified and resolved quickly and in compliance with approved company polices and procedures.Job ResponsibilitiesAssess, develop, coordinate, test, implement, maintain and continuously improve department systems and processes necessary to fulfill the mandatory pricing, certification and reporting requirements for Federal and State government healthcare programs.Act as the key contact for all government pricing systems development, or enhancement projects or source system data issues from interfaces. Mange issues identification and resolution through effective monitoring and status communications.Maintain Expert User capability for all GPC and associated systems and reports. Provide extensive support/training in government pricing processes, transaction data and functionality of systems. The Federal and State government healthcare programs are: Medicaid Drug Rebate Program (MDRP), various State Supplemental or Pharmaceutical Assistance Programs (SPAP), Public Health Service 340B Drug Discount Program (PHS340B), Medicare B: Average Sales Price (ASP); Federal Supply Schedule (FSS) Federal Ceiling Price (FCP), Quarterly and Annual Non-Federal Average Manufacturer Price (Non-FAMP); and Department of Defense (DOD) TriCare Retail Rebates (TRRx). Manage user training programs, develop and maintain user system documentation and standard operating procedures for the GPC system, CMS DDR reporting application, SPAP and State supplemental Unit Rebate Amount calculations and state reporting. Participate in all internal, external and government agency audits related to price calculations, transaction data, methodology assumptions and submissions. Actively coordinate timely collection, validation, approval, formatting and communication of appropriate government programs pricing data in response to various government agency requests, or federal and state agency litigation, or congressional requests.Develop and modify reporting capabilities, including custom and regular reports that provide meaningful access, accuracy, clarity and flexibility for effective management of the government pricing programs calculations, certification, agency reporting, and discount or rebate rates.Develop and maintain appropriate data, assumptions, and records retention processes and storage solutions in conjunction with IT and Legal.Develop and maintain expert knowledge of Wyeth’s approved interpretations and implementation strategies for federal and state government pricing programs, including: statutes, regulations, external guidance, internal and external audit findings and recommendations, company policies and department processes, to ensure Wyeth’s ongoing timely and accurate compliance. Proactively communicate with all members of the Government Programs Price Determination Department. Actively participate in cross-functional workgroups and project teams to accomplish department objectives. Provide leadership and direction for cross-functional teams, business and IT consultants, and contractors. Act as the project manager from engagement through implementation of deliverables, when assigned. May staff, manage and develop one direct report.Be courageous, timely, open, and succinct in raising and communicating issues to department Management, Senior Finance Management, Compliance, Legal, HCS IT and Internal Audit as appropriate.Basic QualificationsBS or BA required. Computer Science, Math, Accounting, or Finance preferred.MA or MBA or CPA preferred.Experience with Imany Government Pricing Calculator or Imany CARS Contract Management or Imany CARS Medicaid System or similar pharmaceutical system applications.Pharmaceutical Government Pricing Programs or Commercial Contracting experience preferred.Demonstrated competency in business requirements documentation for complex IT functionality.Demonstrated competency to develop and execute User System Test Plans, and Manage User system testing.Demonstrated ability to develop and maintain written Standard Operating Procedures across multiple functions and tasks. Ten to twelve years of progressive information systems, professional experience (7+ years with advanced degree), including three to five years pharmaceutical experience or federal or state government experience.Prior work experience in a business focused IT position that required building databases, automating standard processes, and streamlining processes required. Ability to develop solutions as well as the appropriate training and testing requirements required. Proven track record in successful project management showing multiple projects that have been delivered on time and at or under budget required.Demonstrated verbal and written communication skills. Ability to communicate within all levels of the business including Senior Management, HCS, Information Technology, Public Policy, and Finance and TO&PS required. Demonstrated success in business analysis, business systems support and/or vendor mgmt within the pharmaceutical industry, third-party vendor or in the consulting environment. Ability to manage and develop direct reports.
