Job Description:

RAND advises a variety of defense clients on policy-level decisions relating to defense programs, military systems, future force structure and doctrine, and national military strategy. Staff members, working with multi-disciplinary teams, draw on both quantitative and qualitative skills to analyze current policy problems of national and international importance, and, in coordination with the research team and research directors, to communicate the results of these analyses to decision-makers.

Qualifications:

MA/MS with thesis or Ph.D. in policy analysis, public administration, business, economics, or scientific/technical field with at least five years of relevant policy experience.

All research positions at RAND require excellent quantitative analytic skills, the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and a strong commitment to RAND's core values of quality and objectivity.

Specific technical skills required/preferred: Defense program and fiscal guidance development Military service force planning and program development methods, processes, and tools Methodologies and models used to estimate costs associated with changes in DoD forces Issues and methodologies associated with estimating the costs of personnel, operations, and support

Minimum experience required: At least five years of relevant policy experience.

Type of experience: DoD Future Years Defense Program databases Planning, programming, and budgeting process in a military service headquarters, the Joint Staff, or the Office of the Secretary of Defense or equivalent is preferred

Security Clearance: Able to obtain U.S. government security clearance.
