Assistant Specialist (Contracts)
SUMMARY: Work closely with SwRI Pricing Specialists to analyze cost estimates, labor rates and prepare cost quotations for proposals; negotiate contract costs, fees, terms and conditions with government agencies and commercial clients; work closely with SwRI Legal Office and provide interpretation of contract terms and conditions; monitor compliance with administrative contractual obligations; coordinate sponsor inquiries and requests for information pertaining to proposals or active contracts; work closely with operating divisions to secure review and approval of all correspondence and transactions; review and submit financial reports; work closely with SwRI Purchasing in preparing and processing requests for subcontracts or procurement of equipment; keep management informed on changes to contracts, regulations, etc; monitor reports and supervise the closing of contracts.
EDUCATION/EXPERIENCE: Requires a BS degree in Business Administration or a closely related field with 1-2 years related experience. Knowledge of the procurement process, as it relates to both commercial and federal government contracting required; knowledge of the legal and financial aspects of contracts; ability to interpret and apply government regulations and requirements; must be able to communicate effectively in writing and orally; apply a body of professional knowledge and practices in the resolution of administrative problems; must be able to work under pressure in an accurate manner; familiarity with computers to include spreadsheets is essential. A valid/clear driver's license is required.
