Applications Development Manager

Based in Dallas, ACS is a FORTUNE 500 company of 62,000 people supporting client operations reaching more than 100 countries.Functional Description:ACS is in search of a talented Application/Systems Development Manager to join a team responsible for designing, developing, optimizing and supporting software components that will support [position purpose].This position requires a seasoned, experienced software development manager that is capable of leading a team of developers and business analysts to achieve client objectives.This seasoned individual will provide guidance on and implement structured development processes and procedures, and have experience working closely with other technical support roles i.e. DBAs, System Administrators, System Testers, and other development team members. Responsibilities:The Applications Development Manager will have management responsibility over the following areas: Minor release software development, configuration management, and second-tier technical support.This is a senior-level professional must be a seasoned individual producer that applies comprehensive and in-depth knowledge of information technology systems, financial/business concepts, policies, process, and procedures development to a very complex range of assignments.The Applications Development Manager works independently with minimal guidance from upper management and must mentor staff in the application of technical concepts, practices, and procedures related to the analysis, design, modification, and implementation of Information Technology (IT) projects.This position requires frequent interaction with all levels of ACS’ operations, and project management staff as well as client IT management and staff.The Applications Development Manager establishes and maintains management controls (i.e. financial planning, strategic planning, continuous process improvement, scheduling, and risk management) for the client and all related information technology projects to ensure the implementation of the most efficient and cost effective methods of accomplishing work. The incumbent monitors staff and reviews progress to ensure client commitments are met and exceeded.Performs the following in support of a large, sensitive, contract, program, or project:· Manages the activities and personnel related to the analysis, modification and/or design of computer programs across midrange, client server, and desktop platforms ensuring user requirements/program objectives are met.· Manages staff in the development of detailed documentation including the use of flowcharts, project specifications, and diagrams to translate user requirements into programming language; develops/modifies illustrations of program sequences necessary to meet user requirements.· Provides assistance to ACS’ technical/operations staff, coordinates efforts with ACS’ contracts/subcontracts, corporate accounting and human resource staffs to assess impact of contract change requests, add-on business, etc.· Develops management control requirements for designated contracts, programs, projects and/or tasks. Analyzes and reviews all cost (time, materials, equipment, et al.) information and data to ensure all phases of the development, testing, and delivery are included.· Monitors the status of program schedules and tracks all effort associated with the contract, program or project, e.g., direct labor, subcontractors, and temporary labor, etc. Assesses the financial impact of project status to budget.· Consults with client to identify and improve current operational processes and procedures to clarify and proactively improve program objectives.· Provides input during client strategic planning as required as part of technical expertise.· Provides guidance to and assistance in the training of less experienced staff; provides hardware/software training as required.· Maintains expert level industry/technical knowledge base and facilitates/maintains industry relationships.· Prepares completion cost estimates and projections on funding requirements, presentations, and other planned and ad hoc reports.· Provides project/task leadership to assigned staff and regularly interfaces with management to make recommendations on pertinent issues related to software projects/performance. · Reviews purchase requisitions, time-reporting and labor charges, etc. against the budget, resolves discrepancies and initiates corrections as required.
