The Financial Industry Regulatory Authority (FINRA) is the largest non-governmental regulator for all securities firms doing business in the United States and is dedicated to investor protection and market integrity through effective and efficient regulation and complementary compliance and technology-based services.Major Purpose of Job:Level 46: Perform requirements analysis and documentation for projects that enhance RAD applications, ensuring that the applications meet the business needs of a large and diverse user base. Work closely with RAD Shared Services and Technology teams in the design, testing, acceptance, and implementation of various RAD applicationsLevel 47: Directly manage RAD projects, which can often be large and complex, of a fixed duration to develop or enhance FINRA’s RAD systems. Work may be technical in nature and will require management of both technical and business aspects of the project. Implement completed projects on time and within budget.Essential Job Functions:Level 46: 1. Participate in business requirements meetings, conduct necessary research and analysis, document, and review detailed functional and non-functional requirements that address identified business requirements. Assist in maintaining relationships with major internal/external users, including participating in presentations of RAD applications. Create, review, and validate flow charts and workflow diagrams. 2. Write test scripts and perform business testing for assigned applications, as necessary. Initiate System Change Request (SCRs) when necessary, and evaluate SCR’s to identify new requirements.3. Provide lifecycle project leadership on assigned applications, assisting with the preparation and management of project plans and schedules, status reports, and risk documents. 4. Review User Documentation to ensure accuracy, completeness and its utility for end users. 5. Provide consultation on the design of user training. Level 47:1. Develop detailed requirements, project plans, risk documents and budget for assigned projects. 2. Obtain approvals of Project Sponsors and Senior Management prior to implementation of the effort. 3. Working with the business and technology teams, analyze, document and review functional and operational requirements for RAD suite of applications.4. Determine the skill sets required to successfully implement the assigned project and obtain approval to matrix existing employees to the project and/or hire qualified and experienced outside contractors to staff the project.5. Coach and counsel staff and contractors to ensure that roles, responsibilities and expectations are clearly understood to ensure project deliverables are met. 6. Manage work performed by staff and outside contractors to ensure the desired results are achieved and the product meets the requirements and expectations of the end users. 7. Establish lines of communication with other departments and business units affected by the project to coordinate activities and facilitate the sharing of important information. 8. Develop project status reports, schedules and requirements. Communicate project status to RAD.9. Management of contracts and invoicing for outside vendors. · Coordinate with development and business teams for review and signoff of requirements and assist with deployment of RAD applications.· Create use cases and prototypes (for screen/report layouts) for demonstration of design patterns and key functionality. Maintain requirements in DOORS. · Troubleshoot application issues and communicate status to end-users. · Work closely with shared services teams to fully integrate user testing, training, data quality, and environmental support into each project, as needed. · Identify and resolve technical and business/policy issues that threaten the successful implementation of the project. · Upon completion of projects, work with technology and business users to transition the completed product into production and ensure its successful implementation.Other Responsibilities:Other duties required for successful project implementation.Education/Experience Requirements:Bachelor’s Degree (preferably in business or computer science) or equivalent work experience. Minimum five (level 46) or eight (level 47) years of professional work experience that includes participation in software development projects, requirements lifecycle and system testing, including four (4) years project management experience (level 47). Competence using project management tools. Excellent written and verbal communication, problem-solving, interpersonal and presentation skills. Experience with RAD applications preferred. Working Conditions:Normal office conditions. Use of a desktop computer on a daily basis. Extended hours and travel may be required.
