Job Summary/Background:

The Public Resource Group supports CRS efforts to obtain and manage resources from a wide range of donors including but not limited to the agencies and department of the United States Government, United Nations, International Financial Institutions, Host Country Governments, European Union and other Bilateral and Multilateral donors. The EurAsia/LAC Region covers the countries of: Eastern Europe, Caucuses, Middle East, North Africa, Central, South and East Asia, Latin America and the Caribbean. These countries are within the CRS Regional Offices for: Latin America and the Caribbean (LACRO), Europe/Middle East (E/ME), South Asia, and South East Asia/Pacific Rim (SEAPRO)

 

The Program Coordinator is a position within the Overseas Support Department based in Headquarters. This position is designed to strengthen the capacity of OSD to support field programs in their pursuit and management of public resources.

 

Job Responsibilities:

1.  Edits and finalizes proposals:

a. Edits and develops portions of field and HQ-based proposals

b.  Leads and/or supports proposal packaging/submission.

2.  Researches and produces past performance tables and corporate capacity statements ensuring updated and accurate project entries and compatibility with Project Tracking System data.

3.  Responsible for data accuracy and timeliness of the Win-Loss database

4.  Works with Country Programs to ensure the Public Proposal Toolbox, Win/Loss Database, Partner Profiles and other PRG resources are up to date.

5.  Performs quality control; monitors entries of others to ensure data accuracy and timeliness; and corrects problems as required.

6.  Trains/updates team on processes and tools as required.

7.  Ensures unit paper files are complete and up to date.

8.  Manages intranet sites for the unit:

a. Analyzes and makes recommendations about intranet & SharePoint site content and structures.

b.  Recommends and implements changes to PRG database and other tools/resources.

c. Maintains unit’s shared drive files

d.  Monitors intranet content and updates as required.

e.  Acts as unit’s Content Manager for new intranet.

 

9.  Performs administrative duties for the unit:

a. Issues purchase orders; processes travel vouchers, payment invoices, and check requests.

b.  Tracks budget/expenditures. Recommends adjustments regarding APP budgets; planned and unplanned procurements.

c.  Coordinates meetings and conferences.

d.   Manages consultant payments and oversees/issues consulting contracts.

e.  Ensures unit’s paper files are accurate and up to date.

f.   Trains other units on new or revised procedures as required.

 

10.  Researches potential public donors and institutional partners. Researches, prepares position papers and other documents, and disseminates policy information to CRS and broader audiences as required.

 

Supervisory Responsibilities: N/A  

 

Key Working Relationships:

 

Internal: Eurasia/LAC Public Resource Team Leader and Resource Specialists, OSD Administrative staff, Travel Office, Finance.

 

External: Outside venders, external public donors, travel agents, hotel and car rental/limousine companies

Qualifications

1.  Bachelor’s degree required or equivalent experience

2.  Minimum of one year of progressively responsible work experience.

3.  Basic understanding of international development and/or international current affairs.

4.  Working knowledge of or ability to learn CRS’ program areas, public resource acquisition, donors, strategic issues topics (foreign aid, monetization, etc), specific time-relevant topics (global food price crisis, etc.)

5.  Excellent written and oral communication skills. Proven ability to write well in a business environment.

6.  Proven ability to produce a budget

7.  Ability to use office productivity software currently in use at CRS. Familiarity with database software.

Physical Requirements/Environment: Normal conditions akin to office environment, based in Baltimore at CRS Headquarters; willingness and ability to travel overseas as needed

 

Foreign Language Required: Fluency in English required; working knowledge of French, Portuguese or Spanish a plus

 

Major Responsibilities of Position:  Administration, Finance, Report Writing
