HIV/AIDS Program Leader - Director of Public Health

The HIV/AIDS Program Area Leader will serve as senior member of RTI’s Center for International Health (CIH) group, within the International Development Group. CIH implements programs in the following technical areas: Health Systems and Finance; Health Policy and Research; Health Governance and Public Private Partnerships; Malaria and Vector Control; Neglected Tropical Diseases; and HIV/AIDS. The HIV/AIDS Program Area Leader will be primarily responsible for managing all HIV/AIDS programs and projects, supervising fully dedicated HIV/AIDS staff in the home office and working in field programs. He/she will be responsible for providing strategic leadership and expanding the Center’s portfolio of HIV/AIDS-related activities.  He/she will work closely with the Director of the Center for International Health to develop and successfully implement an HIV/AIDS business development strategy.

 

Candidates should have an in-depth knowledge and a proven track record of leading HIV/AIDS initiatives and working successfully with major HIV/AIDS funding sources (USAID, GFTAM, PEPFAR, etc). Candidates should possess strong technical and management experience in at least 2-3 HIV/AIDS program areas (prevention, VCT, PMTCT, MARPS, care and support). This position requires travel up to 30% time.

 

Duties and Responsibilities:

· Lead and provide management oversight and technical guidance to CIH’s ongoing HIV/AIDS projects;

· Responsible for developing and implementing an HIV/AIDS business development strategy, targeting opportunities funded by the USG as well as other private foundations and other donors;

· Market RTI’s capabilities to potential donors and potential program partners in order to appropriately position RTI for upcoming HIV/AIDS opportunities;

· Maintain an extensive network of potential US and locally-based HIV/AIDS program implementers and HIV/AIDS professionals;

· Responsible for all new business development activities and manage partnerships under existing programs;

· Represent the Center for International’s HIV/AIDS work in regional or global forums, networks, technical advisory groups, and consultative sessions or conferences;

· Stay informed of cutting edge HIV/AIDS prevention, care and treatment approaches, best practices, and lessons learned in the international health community;

· Engage in cross-institute collaboration. Includes participating in cross-institute HIV/AIDS meetings, staying abreast of other division’s HIV/AIDS activities, ensuring that other groups at RTI who work on HIV/AIDS issues are informed and/or involved in CIH programs or new business development activities, if appropriate.

 

Requirements:

· Masters degree required. Masters in Public Health (MPH), strongly preferred;

· Candidates should have least 15 years of experience in designing, implementing and managing donor-funded public health programs in developing countries.  7-10 years will have been working on HIV/AIDS programs (addressing prevention, VCT, PMTCT, MARPS, care and support);

· Proven USAID program management experience, as a COP or Home Office Program Leader/Director;

· In-depth knowledge and a proven track record of developing relationships and working successfully with major HIV/AIDS donors (USAID, GFTAM, PEPFAR, etc.) and as well as US and locally based HIV/AIDS organizations;

· Previous long-term work experience in developing countries (Africa preferred);

· Previous experience leading, developing, and supervising staff;

· Proven new market development experience;

· Ability to interact effectively with all levels of internal and external clients;

· Strong financial/budget management skills;

· Foreign language fluency in French or Portuguese preferred.
