Director of Emergency Services

 

The American Red Cross, a humanitarian organization led by volunteers, guided by its Congressional Charter and the Fundamental Principles of the International Red Cross Movement, will provide relief to victims of disasters and help people prevent, prepare for and respond to emergencies.

 

This position manages all Emergency Services department staff and activities including Disaster Relief, with special emphasis on readiness and response, Service to the Armed Forces, Transportation, and Community Disaster Education.

 

Responsibilities Include But Are Not Limited To:

 

·         Ensures Chapter’s emergency response program meets all requisite readiness and service delivery standards, and has sufficient human and physical resources to maintain daily operations.  Assesses disaster scope and needs, activates disaster response and implements appropriate disaster response plans.

·         Manages emergency service employees and volunteers- assigning responsibilities, evaluating work performance, including career development opportunities.

·         In conjunction with all line of service chairs, develop and carry out department strategic goals and objectives as well as service delivery plans.

·         Ensures Chapter’s Service to the Armed Forces, International Services and Transportation programs meet all service delivery standards.

·         Based on annual Chapter Disaster Readiness Assessment (and Chapter Disaster Readiness Exercise and Evaluation strategies) develop volunteer and paid staff plan for assignment and training to carry out chapter disaster response.

·         Manages wide variety of relationships with community and government partners to ensure Red Cross plays key role in current as well as new emergency preparedness initiatives.

·         Is available to serve on all local disaster relief operations.

·         Maintains close relationship with the community chapters, State Coordinating Chapter for Disaster Services and National Headquarters by involvement in committee and course work.

This job description covers only the essential functions of the job duties.  Employees assigned to this job will also perform other occasional work assignments, not mentioned above, including temporary assignments and other related duties.

 

Requirements: BA degree in one of the social sciences, human resources or business administration preferred; experience and background equivalent to such formal training may be acceptable. Must qualify as a MULTICHAPTER OPERATIONS DIRECTOR. Minimum of two years background in disaster management and preparedness required; preferably within Red Cross. Minimum of two years experience in working with volunteers. Is a member of the DSHR (Disaster Services Human Resources) system and accepts at least one national disaster assignment a year. Maintains all necessary instructor authorizations. Demonstrated ability to supervise and delegate effectively. Ability to: exercise discretion and diplomacy; differentiate between trivial and crucial; anticipate, prioritize, organize and conduct activities; implement on-the-job training. Strong computer skills to include use of internet, word processing, database and/or spreadsheet applications is required. Must be proficient with Microsoft Office products, Word, Excel, and Outlook.  Able to work independently and in a team setting. Will be required to carry electronic communication device at all times. Is available for special assignment in the event of a disaster or other such emergencies as deemed necessary by the CEO or designee. Strong organizational skills and attention to details. Excellent written and oral communication skills. Solid interpersonal relationships and time management skills. Maintain a professional, positive, and productive attitude. Must be sensitive to working with people often under pressure situations.  Ability to relate to all levels and types of people. Current certification in Red Cross First Aid and CPR. Defensive Driving certification.  Valid driver’s license and reliable transportation. Successful completion of a background check and drug screen.
