Human Resources Development Institute, Inc. (HRDI) is a community-based behavioral health and human services organization. HRDI is a non-profit agency which was founded in 1974 by a group of community health advocates on the South Side of Chicago concerned with mental health and substance abuse problems plaguing their communities. Today, HRDI is a leading provider of behavioral and community healthcare services in Illinois, serving nearly 15,000 clients annually, and offering more than 40 programs at over 20 sites throughout the Chicagoland area, Alabama, Nevada, Boston, and Washington,D.C. HRDI provides services in mental health, alcohol and substance abuse, community health and comprehensive case management, prevention and education, criminal justice, educational, and children and family services.
JOB SUMMARY
Directs and maintains the agency’s overall procurement activities and the management of fixed assets.
JOB DUTIES
-Procurement of all equipment, supplies and services and to either provide services for procurement or given functional direction to others delegated the authority to perform such services.
-Review current purchase order process and function
-Identify current risks, liabilities and opportunities for cost savings
-Review current contracts and supplier/vendor relationships
-Work with management to develop integrated sourcing and procurement strategies
-Ensure that current requirements are covered by appropriate contract
-Perform supplier evaluations and reviews as necessary to ensure compliance
-Perform e-sourcing and verse auctions as required
-Develop criteria for supplier selection
-Develop metrics for supplier performance reporting and correction action plans
-Execute daily purchasing acivi4ies such as: review requisitions, develop purchase orders, very alignment of invoices, and receipts of goods and services
-Provide leadership for the management of inventories of purchased equipment and supplies
-Prepares monthly and quarterly reports to President and board of directors when required.
-10% of time will be allocated to conduct in-service training
-Participate in monthly management meetings
-Keep abreast of current trends in field
-Maintain a professional working relationship with suppliers, vendors, funding sources etc.
-Prepares monthly account analysis and quarterly payroll tax returns
-Performs other duties as required
QUALIFICATIONS
-Bachelor’s degree in accounting, CPA desirable
-5 - 7 years of purchasing experience as a buyer
-At least 3 years of supervisory experience
-Working experience of commodity Management & Strategic Sourcing
-Good interpersonal skills and detail oriented
-Direct buying experience and knowledge of the Req-to-Check Processes (Requisitions, Purchase Orders, Invoice matching and payment)
-Working knowledge of RFXX’s contracts/purchase order generation and Management, Blanket Order Agreement Basic Order, Supplier Evaluation and Selection and supplier Criteria Generation
-Strong Negotiations and administration skills
-Knowledge of not-for-profit regulations, policies and procedures
-Knowledge of Microsoft word, Excel
