Asset Oversight and Compliance Specialist

Asset Oversight and Compliance Specialist


The Asset Oversight / Compliance Specialist works under the guidance of the Asset Oversight & Compliance Manager. Work involves on-site and desk reviews of properties to ensure compliance with applicable federal and state laws, rules, regulations and policies that affect affordable multifamily communities financed by tax-exempt bonds. Responsibilities also include auditing monthly and annual property reports. The Asset Oversight/Compliance Specialist shall, from time to time, assist in other matters of the Corporation as needed.

 

Must be willing to travel extensively (50% to 75%) with overnight stays.  Must also have a personal credit card to charge transportation, meals, and lodging expenses incurred while out of town on Corporation business. These expenses will be reimbursed.

 

Responsibilities:

§ Conduct on-site inspections of a property's physical condition, management practices and operating procedures.

§ Monitor the compliance of properties by conducting field visits and examining reports.

§ Provide assistance to other monitors as assigned or needed.

§ Ensure compliance with low-rent and low-income occupancy requirements.

§ Ensure compliance with other federal and state requirements.

§ Ensure accuracy and completeness of all Tenant Income Certification forms.

§ Reporting and resolution of all events of non-compliance.

§ Perform data gathering, statistical analysis, and create reports.

§ Responsible for preparing monthly, quarterly and annual reports.

§ Research legal, technical and policy issues as needed.

§ Provide training and technical assistance to portfolio staff and project owners as needed.

§ Analyze financial statements, budgets, and variance reports.

 

Qualifications:

We are willing to train the right individual, should you have an undergraduate degree and some exposure to the multi-family rental housing industry through internships or part-time work.  Those with affordable housing experience are encouraged to apply.

§ Bachelor’s degree in property management, finance or business administration is required. 

§ Equivalent professional experience combined with advanced education and/or professional industry training may be substituted for education.

§ Knowledge of multifamily property management is strongly preferred.

§ Knowledge and understanding of rent and income restrictions required in multifamily affordable housing properties financed by tax-exempt bonds and/or low-income housing tax credits is strongly preferred.

§ Understanding of affordable housing markets and issues is a plus.

§ Ability to audit financial statements and budgets for accuracy.

§ Knowledge of the principles of auditing and multifamily accounting practices is a plus.

§ Strong communication and negotiating skills.

§ Proficiency in the use of Microsoft Excel, Word, and Outlook.

§ Ability to compose complex reports and notices.
