Manager Marine Services
General Description of Responsibilities:
Position reports directly to the Deputy Program Manager for Logistics. Oversees the management, operation and maintenance of the Marine Department for the logistics contractor (Kwajalein Range Services- (KRS)) of U.S. Army vessels assigned to the United States Army Kwajalein Atoll (USAKA). In charge of all aspects of the Marine Department including budget planning and execution, staffing, safety programs, training programs, vessel operational tasks, maintenance programs, and departmental administrative processes. Manages the departmental budget ensuring costs are budgeted and tracked throughout the fiscal year. Submits budget plans and departmental cost estimates as required. Oversees the ferry schedules for outer islands (Ebeye and Roi-Namur) as well as the weekly watercraft schedule, and daily vessel and crew assignments. Manages the departmental safety program to include oversight of work processes, Job Safety Analysis (JSA), safety training, and safety supervision of all work/tasks. Manages departmental personnel actions including disciplinary issues, and coordinates and reviews annual performance reviews and salary plans. Conducts vessel inspections and provides Contractor/Government Evaluation System (SeeSOR) data and inspection results to appropriate authorities. Develops mission support plans with customers and ensures that crews are briefed on missions and duties. Oversees the departmental maintenance program through the Port Engineer including budget planning and scheduling of vessel overhauls. Oversees, through the Port Captain, operations including stevedoring, line handling and emergency response including managing the Oil Spill response team. Manages the dive team including operations of the recompression chamber. Performs assigned systems tasks/efforts to include government directed work schemes under general direction.
Specific Responsibilities:
A. Submits weekly, monthly and quarterly reports as required by KRS.
B. Oversees the daily operations and processes of the department.
C. Develops the departmental budget and oversees execution.
D. Conducts safety walkthroughs of shops and vessels.
E. Oversees the development and management of an effective preventive maintenance program.
F. Oversees the departmental training program to include training goals, class requirements, training schedules, TDY funds, and local training.
G. Ensures customer needs are met during the planning of vessel operational assignments and expected tasks.
H. Oversees the entire Port Operation to include vessel berthing assignments, stevedore operations, vessel clearances, passenger issues and safety, and establishment of procedures for fueling, cargo handling and passenger guidelines.
I. Oversees the maintenance of department safety records, reviewing all safety investigations of all accidents, near misses and safety concerns.
J. Manages the employee disciplinary process to include investigation of complaints of violations of company and government policies and regulations, and recommends and implements disciplinary actions.
K. Coordinates with other departments on marine issues and range mission requirements.
L. Oversees the annual performance evaluation process.
M. Manages departmental administrative personnel and personnel files to include time card processes, the paid time off (PTO) program and other company benefit programs.
N. Ensures qualified personnel are assigned to licensed positions and shop supervisor positions.
O. Performs required general vessel inspections.
P. Performs other duties as assigned.
WORK CONDITIONS:
Work is performed at Kwajalein, normally an 8 hour work day. Work will be in excess of 8 hours daily when required.
AUTHORITIES AND LIMITATIONS ON AUTHORITY:
Works under the supervision of the Deputy Program Manager for Logistics with the authority to accomplish the duties described herein in accordance with Corporate Procedures, Standard Operating Procedures, U.S. Coast Guard and applicable U.S. Army regulatory requirements.
JOB REQUIREMENTS (Education, Experience, & Professional Association):
Mandatory
1. Bachelor’s degree in a marine, science, or engineering field, or an equivalent level of education and experience.
2. Five years marine shipboard experience, three years experience with shore side vessel management or port operations. Five years of work management systems development and in the maintenance of marine vessels in a shipyard or marine terminal for the public sector.
2. U.S. Coast Guard Chief Mate Oceans Unlimited Tonnage with a 1600T Master’s endorsement license with all applicable STCW endorsements for international waters for 1600T vessel.
4. Ability to obtain a secret security clearance.
Preferred
1. Graduate of a U.S. State Maritime College or Federal Naval, Maritime or Coast Guard Academy.
2. Ten years Naval or maritime shipboard experience, ten years naval or maritime experience in ship management or port operations and five years experience as a harbor pilot.
3. U.S. Coast Guard Unlimited Tonnage Master’s license with all applicable STCW endorsements for international waters for Unlimited Tonnage vessels including First Class Pilot endorsement.
