Location: Arlington, VA



Reports to the Director, Proposals and Sales Support, and supports opportunity management and capture and proposal processes across the business cycle by facilitating bid reviews, strategy meetings, competitive analysis, and proposal development. Assists in maintaining business opportunity data and corporate proposal files.

Primary Responsibilities Reads and interprets solicitation documents (RFIs, RFPs, and RFQs) to identify critical content items required for a compliant response. Develops outline or compliance matrix or otherwise summarizes solicitation requirements for proposal team. Establishes proposal development schedule and coordinates and facilitates proposal strategy meetings to discuss themes, discriminators, technical solution, pricing strategy, etc. Tailors proposal templates to each bid and provides strategic guidance for proposal development. Coordinates proposal input from contributors, writes and edits proposal text, conceptualizes graphics, formats and produces final proposal documents and submits them to appropriate Government contacts. Delivers proposals that comply with solicitation requirements and clearly convey proposed business strategy to achieve highest possible probability of win. Assembles/writes/edits/formats corporate project summaries to be used for past performance references. Assembles/writes/edits/formats employee resumes/bios for proposed personnel. Assists in maintaining corporate knowledge management resources to support proposal development efforts, including helping develop and maintain database of proposal templates, corporate project summaries, and employee resumes/bios. Conducts market research and competitive analysis to support portfolio management, including account planning, proposal development, capture, and corporate marketing initiatives. Manages and maintains data in corporate client relationship management (CRM) database; helps develop and generate reports on opportunities, clients, etc. Provides ad hoc editing/formatting and corporate development research support to internal customers. Proficient in Microsoft Office applications, Internet research, and proposal automation applications, preferably Deltek GovWin. Understanding of Federal Government acquisition process and regulatory requirements applicable thereto. Minimum seven years of professional experience with at least 4 years specifically in writing, editing, and managing complex proposals in response to solicitations in the Federal Government marketplace. Associates degree in a related field/certifications or equivalent experience required.
