I.Job Summary Provides permitting, permit compliance, engineering support, and construction management for one of the largest and most dynamic solid waste facilities in the nation. Works with a team of seasoned waste industry and environmental professionals to support landfill operations and green projects. El Sobrante accepts up to 10,000 tons per day of solid waste, manages a habitat preserve of more than 600 acres for 31 endangered and threatened species, operates a gas to energy plant, and is actively permitting other sustainable projects.II.Essential Duties and ResponsibilitiesTo be successful, an individual must be able to perform each essential duty as may be assigned in a satisfactorily manner.*Must be able to review and apply regulations and permit conditions to daily operations.*Must be able to develop a positive relationship and communicate successfully with regulators, operational and professional WM staff.*Utilizes basic engineering skill-set to assist more senior engineers.*Uses prescribed methods and performs portions of a broader assignments which requires the application of advanced engineering techniques and procedures in support of an engineering department.*Applies standard practices and techniques in specific situations, adjusts and correlates data, recognizes discrepancies in results and follows operations through a series of related detailed steps or processes.*Manages multi-year construction projects including vendor evaluation, contract management, capital funding, purchase order requisitions, coordinating permit submittals, and providing engineering support.*Reviews environmental and engineering data and prepares, summaries, and cost estimates for consideration by senior engineers or managers.*Writes technical reports to document engineering analysis and findings.*Assists in groundwater sampling, and landfill gas system management.*Conducts feasibility studies for proposed equipment and systems.*May assist senior engineer in reviewing design and development plans and/or cost estimates for completing the proposed projects and evaluates engineering proposals and specifications.*May act as a liaison with customer and vendor representatives to ensure adherence to design specification and customer requirements.*Conducts on-site technical visits. Monitors field installation and testing.*Reviews and evaluates operational efficiency of equipment and systems.*Provide basic surveying support.III.Supervisory ResponsibilitiesThis job has no employee supervisory duties but will supervise contractor and consultant activities on site.IV.QualificationsThe requirements listed below are representative of the qualifications necessary to perform the job.*Education and ExperienceRequired: Bachelor's Degree in Civil Engineering, Geologic Engineering, Geology, Construction Management and zero to three years previous experience.*Certificates, Licenses, Registrations or Other RequirementsNone required.*Other Knowledge, Skills or Abilities RequiredSkilled on standard Microsoft applications including Excel, Word, Outlook, PowerPoint, Access. Familiar with project management software such as MS Project or Primavera. Familiarity with AutoCAD is a plus.*Must have or have the ability to obtain a California drivers license.
