The company's access services are available in more than 8,200 cities across the United States and in Canada. Overview:Responsible for analyzing, designing, programming, debugging, troubleshooting and performing modifications to maintain and improve operations for billing, customer management and customer care technologies. Responsibilities:1. Develop well-designed and robust technical solutions for complex business and/or technical problems relating to the United Online Billing System.  Exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. 2. Develop and enhance Portal Policy code and data managers to support changes required by the business and initiatives that foster subscriber growth.3. Develop and enhance programs which are ancillary to the core Billing System such as signup daemons, batch programs and scripts, etc.  Make recommendations for improvements as necessary.4. Enhance, maintain, and support Billing System test environments such that testing performed by Billing Development, QA, and automated test tools can be conducted easily and effectively.5. Assist QA Department in troubleshooting bugs during QA and Implementation Phases of development projects.  This includes identifying bugs in systems that interface with the Billing System (i.e. various front end systems).6. Assist Billing Operations as needed with any production issues affecting the Billing System.7. Perform other duties/projects as requested by management. Qualifications:1. Demonstrated experience with Oracle BRM (aka Portal/Infranet) preferred2. Demonstrated expertise with C, C++,3. Demonstrated expertise with Oracle, PL/SQL databases. 4. Demonstrated expertise with scripting (Perl) on UNIX platforms.5. Essential are excellent analytical and problem-solving skills, coupled with discretion and sound independent judgment.6.
