Blue Shield is seeking a Sr. Systems Analyst in the San Francisco office.
This position will be involved with BSC's "Shield Advance," which is a
major, multi-year initiative whose mission is to provide key technology and
business process solutions which are fundamental to delivering on BSC's growth
strategies.
Responsibilities:
* Interpret business requirements and transform them into structured requirement
documents to be used by members of the Product Engineering team.
* Collaborates with internal business customers and peers to elicit and obtain
requirements.
* Assist with prioritization of business requirements
* Organize and facilitate work sessions as necessary to successfully perform
assigned duties
* Work to understand and develop the business rules surrounding reporting and
how information/reports are used.
* Maintain user accounts for Plan Configurator
* Update Output templates and file mapping tables for successful generation of
product documents
* Proactively identify opportunities or obstacles concerning information needed
and accuracy of information
* Suggest process improvements
* Coordinate testing activities
* Prepares status and activity reports for management review and escalates
issues and problems requiring immediate attention.
* Serves as the conduit between customers (users of product information and
tools) and Product Engineering.
* Develops and maintains effective relationships with internal customers to
ensure that Product Engineering concepts, methodologies and tools are positively
embraced and executed.
Requirements:
* B.A/B.S. degree or equivalent experience and five years related experience
and/or training, or equivalent combination of education and experience.
* Strong business analysis skills including translation of business requirements
into development specifications.
* Previous experience as a business process analyst (8+ years), preferably in
healthcare area(3+ years)
* Strong experience with process modeling and process redesign
* Excellent communication, organizational and problem solving skills.
* Experience presenting to various business unit contacts at all levels.
* Ability to communicate fluently with business users, technical people and
management across the organization.
* Detail oriented with superior analytical skills, "can-do" attitude and
pragmatic approach.
* Able to function effectively within fast paced changing environment and deal
with ambiguity
* Advanced knowledge of automated systems in a production or operations
environment.
* Advanced knowledge of and ability to perform analyses such as, GAP analysis,
process mapping, root-cause analysis, risk analysis and requirements gathering.
* Advanced knowledge of PCs and related software applications.
* Excellent interpersonal and verbal/written communication skills.
* Highly developed analytical and problem-solving skills and use of analytical
tools (e.g. MiniTab, Excel graphs).
* Strong understanding of health benefits plan design.
* Strong understanding of claims and benefits administration.
* Understanding of object-oriented principles and database modeling is desired
but not required.
