Senior Architect - Web

Blue Shield of California is a major Healthcare provider in the state of
California. BSC has currently made major investments in Web, EDI and IVR
channels. Self Service via Web and IVR remains a strategic initiative for BSC.

BSC has also launched a channel modernization initiative as part of a core
legacy transformation effort aimed at upgrading the technologies and business
processes associated with all self service channels including web sites, email,
electronic data interchange (EDI) and interactive voice response (IVR).

The Web Architect will be a critical part of the senior team that drives the
vision of information technology architecture and strategy to deliver channel
modernization. (S)he will support the Director of Architecture in influencing
and partnering with the application development teams and various business units
within BSC to facilitate the delivery of best practice solutions and experiences
for BSC's business partners and customers. The role combines strong technical
architecture expertise, understanding of core business functions and a broad
knowledge of hardware/software products and platforms to deliver and maintain
solutions to meet business needs.

(S)he will be accountable for the architectural design and quality attributes of
the group's technical assets. (S)he will be accountable in ensuring that
eCommerce channel infrastructure - including Web, IVR, call centers - support
BSC's short and long term business objectives for that technology. In addition
(S)he will also be responsible for providing operational architectural services
on a day-to-day basis. S(he) will also work with other Application Architects to
ensure compliance with Enterprise and overall BSC Architecture policies.

Roles and Responsibilities:

* Support the Director of Architecture in realizing the Enterprise level
Blueprints for the Channels primarily Web and IVR.
* Represent the Director of Architecture in Technology and strategic discussions
with BSC
* Participate in business and technology strategy, planning and management by
leveraging knowledge in both technical and business areas
* Partner with business & development teams to create the vision and road
map of key IT applications to support company-wide transformational initiatives
* Ability to create and document technical architecture and standards
* Establish and maintain relationships across IT groups to manage issues and
risks related to architecture, infrastructure and security of technology assets
* Communicate broadly within Customer Support and Solutions teams and the larger
BSC technology community in order to evangelize the architecture process, its
outcome, and ongoing results
* Key participant in working with the Enterprise Architecture discipline to
influence & contribute to standards, policies, as well as the IT governance
process
* Support IT strategic planning and development of enterprise architecture
associated with emerging technologies for BSC with an emphasis in channel and
legacy modernization
* Work closely with other architects and development teams focusing on
identifying and justifying potential investments in new systems and
technologies, including proof-of-concept pilots, reference implementations,
vendor and partner evaluations.
* Conduct project reviews projecting an architecture point of view
* Provide consulting services for executive management and high-impact
development and deployment projects to ensure standards and best practices are
being observed.
* Create models and patterns for Technology blueprint/roadmaps.
* Review code for performance and adherence to standards. Develop patterns and
framework components as required.
* Where needed, participate in hands-on engineering assignments on proof of
concepts, specific complex subsystems that are integral to the application
architecture & delivery
* Act as a technical SME and mentor providing guidance, oversight and leadership
of development teams when required
* Accountable for creating and delivering new Solutions/System/Software
Architecture and design for Projects across eCommerce

Qualifications

* At least 7 years of experience in application architecture and development or
of which at least 3 years at cross business unit / enterprise level
* Deep experience integrating complex enterprise applications, including 3+
years of current hands-on Web development experience.
* Extensive experience with Java (EJB, DAO, JTA, ORB, Beans, JMS, Servlets,
JSP), XML, web service, application integration and portal technologies, N-Tier
architectural development in a distributed system environment and relational
databases.
* Experience with Hibernate, Spring, AJAX, DOJO and similar Frameowrk components
is a plus
* Deep experience with multi-tiered technical solutions, including web portals,
hosted environments, mainframes and mid-range platforms and computer-telephony
integration
* Deep experience in Web Portal Technology including Content Management.
Experience with IBM Portal Server is a plus. Experience with ATG Dynamo server
is a plus.
* Working experience of Content Management Systems required
* Experience with IVR systems is essential. Experience with InterVoice IVR
systems is a plus
* Experience with middleware products such as IBM Message Broker, SeeBeyond, MQ
Series and similar integration suites is a plus.
* Experience with BPMS products like IBM Process Server is a plus.
* Experience in RUP based SDLC and developing large scale distributed
applications using RUP.
* Well versed in the tenants of SOA. Experience in Web services development is a
plus
* Outstanding communication skills, ability to ability to influence business and
technology partners to align architecture vision & implementation with
overall program goals
* Knowledge of Health care standards and information systems a plus
* Microsoft .NET knowledge and Web Services integration across heterogeneous
systems a plus.
* Bachelor's degree in Computer Science. Master's or PhD desirable
