Supervise payroll function to ensure accurate and timely disbursement of payroll in compliance with federal, state and Social Security regulations and the Company's compensation and benefit structure. Oversee the Company's coordinated government reporting function and provide technical expertise Regarding the tax reporting of financial products. - Provide technical expertise to upper management regarding the taxability of fringe benefits, including qualified and nonqualified stock option plans, cafeteria plans qualified and nonqualified deferred compensation plans, flexible spending accounts and performance awards. - Provide technical guidance to divisional tax analysts regarding the reporting requirements with respect to current and newly enacted legislation for financial products, including short term and long term disability payments, life insurance proceeds, annuity payments and retirement payments as well as the reporting of mortgage interest, nonemployee compensation, legal settlements and vendor payments. - Supervise, develop and maintain the Company's tax compliance function in accordance with established payroll policies and procedures regarding withholding, taxation of benefits, garnishments, relocation reimbursements and nonqualified plans. Establish and enforce procedures, designed to verify the integrity of the payroll data prior to processing to ensure its accuracy. - Provide oversight in all aspects of information reporting, including the control and coordination of the preparation of the Company's tax reporting forms and magnetic tapes. - Develop training and cross-training objectives to ensure effectiveness in job and departmental functionality. Responsible for the selection, development, motivation, appraisal and salary recommendations of direct reports. Contribute to the company's progress in affirmative action. Demonstrated skills: Express ideas clearly in written and oral communication; apply management principles and techniques to direct, educate, and motivate employees; plan, prioritize and schedule department's work; research complex technical issues document findings and communicate to management. Ability to: Administer and/or apply Company's policies and procedures regarding compensation and benefits to payroll. Determine Company's compliance requirements with respect to withholding and reporting as it applies to payroll and informational reporting by interpreting relevant laws and regulations. Research complex payroll issues and document conclusions based on formal research. Develop and communicate Payroll policies and procedures to management; plan and organize own workload to meet changing priorities and diverse customer needs. Working knowledge of all aspects of payroll and informational reporting including compliance with B-notices. Advanced knowledge of: Federal and state withholding, employment taxes and unemployment taxes. The taxability of fringe benefits including cafeteria plans, nonqualified and qualified plans, restricted and unrestricted stock options and awards; and, the taxability and the reporting of financial products, vendor payments, legal settlements and mortgage interest. Education: Bachelor's degree in tax or accounting preferred. Experience: Eight to ten years related experience, or the equivalent combination of education and/or relevant experience . Professional certification required: CPP (Certified Payroll Professional) preferred.
