For more information on Health Net, Inc., please visit the company’s Web site at www.healthnet.com JOB SUMMARY:   The Staff Web Service Developer provides technical leadership in Service Oriented Architectures and participates in the establishment of information technology standards and processes.   This associate will support the Chief Technology's Office Enterprise Service strategy, develop and maintain web services, and conduct research and development for the CTO office. Heavy emphasis on leadership in JEE and SOA architectures, and on leading the mobilization of the application of best practices with these technologies across the company. ESSENTIAL DUTIES AND RESPONSIBILITIES: Leads design and development of the high-level enterprise object and service models.  Leads design and development of common frameworks, object and services that can be reused across Health Net.  Leads technical development for large or critical projects with minimal direction from project management.  Manages projects including the development of the project plan and process compliance in the absence of dedicated project management resources. Leads research and evaluation of new technologies that may improve current systems and support overall business goals.  This will involve prototyping and proofs of concept.  Optimizes and test system-wide application and service components using standardized testing tools including, as applicable, code optimizers, memory leak detection software, code-coverage analyzers, unit-test tools, and load development tools. Ensures modeling tools and methodology are appropriately used for all deliverables. Ensures design and code optimized, scalable and extendible before application is deployed into production.  Performs code/design reviews that ensure that components and/or services conform to enterprise standards.  Participates with business strategies to maximize efficiencies to be gained when applying technology to business issues. Establishes design and coding standards. Responsible for quality of overall systems and/or projects developed by development teams. Provide in depth technical consultation, mentoring and training to the company IT community in JEE, SOA and new technologies. Mentors management, vendors, and/or developers on system and framework design. Create documentation, white papers, reference material, training material and presentations for a variety of audiences.  Gives presentations to a variety of audiences.REQUIREMENTS: Education: Bachelor’s and advanced degrees, preferably in Computer Science or related field Certification/License: Applicable programming and/or Health Care certifications are a plus; Sun Certifications preferred (SCJP) Experience: Minimum ten years commercial web development experience Five years experience object oriented modeling using the Universal Modeling Language (UML) Experience with web services and an enterprise service bus (ESB) such as BEA AquaLogic desired. Experience with object oriented development tools, such as Together Control Center Four years as a senior developer on a moderately complex project Two years as architect of a large development project Hands on experience with multiple client/server architectures (CORBA, RPC, RMI, Sockets, etc.) Previous experience researching new technologies and tools in the software engineering domain. Previous development experience on a Unix or Linux platform. Experience mentoring and teaching technical staff in the application of technologies such as web services. Experience preparing documentation, white papers, reference and training materials for a variety of audiences.
