Regional HR Manager
Oversees and directs the Human Resources function for the Region and any other assigned entity, to include Human Resource Planning, Employment, Employee Relations, Policy and Procedure administration, Management Training and Compensation. Serves as a resource/consultant to management ensuring that personnel policies and procedures are clear and applied fairly and consistently. Supervises the Employee Relations Coordinator.
1. Employment
1.1 Maintains a comprehensive succession and high potential assessment system within the region.
1.2 Responsible for the maintenance of all Company employment practices within the region. These include placement of job advertisements, coordination and strategy of outside searches, development of salary offers, job posting, coordination of interviewing, coordination of screening resumes and overseeing job descriptions for new positions in the region.
1.3 Designs comprehensive company employment programs such as on-campus recruitment programs and open houses
2. Compensation
2.1 Working with the Corporate Director of HR, maintains a comprehensive salary administration program for the region. This includes monitoring all salary ranges, and the competitiveness of current pay and benefits. Works with locations in the same labor market to develop proposals to adjust wage ranges.
2.2 Monitors merit reviews, promotional increase policy, administrative adjustments, assignment of job grades, and incentive compensation programs.
3. Employee Relations
3.1 Implements the Corporate employee relations policies which include all aspects of employee relations, union avoidance, processing of EEO cases, etc.
3.2 Assists the Corporate Director of Labor Relations with labor union matter as needed, to include participation in contract negotiations, arbitrations, resolution of grievances and unfair labor practices.
3.3 Serves as a resource to employees with respect to employee appeals of unresolved problems, discipline situations and sexual harassment claims.
3.4 Responds to management questions regarding the interpretation or implementation of Genesis personnel policies and procedures. Makes recommendations for updating of same.
3.5 Conducts site audits and employee opinion surveys to determine the extent of any employee relations or labor avoidance issues.
4. Training and Development
4.1 Conducts management training programs as requested or to proactively ensure compliance with Genesis policies. Works closely with Staff Development personnel on the development of appropriate training programs.
5. Special Duties
5.1 Works with the Corporate Department of Human Resources to facilitate the transition of new Centers into Genesis policies and procedures, as appropriate.
5.2 Works with the Senior Case Manager of Employee Programs to monitor the Workers' Compensation Temporary Modified Duty program and related issues.
5.3 Participates in various corporate projects as assigned.
