RN - Quality Compliance Manager for Home Health (Home Health experience required)

The Quality Manager is responsible for directing Sutter VNA & Hospice's Quality Program for all service lines, which may include the following: quality assessment and improvement, accreditation and regulatory preparedness, outcome management, compliance and education. This individual also assists in planning, organizing, leading and controlling the quality and performance related programs necessary for SVNAH to accomplish the delivery of safe, cost-effective, high quality patient care in the home environment. The Quality Manager directly manages activities and resources of the Quality department of Sutter VNA & Hospice and indirectly provides direction and guidance to service line Directors and Managers regarding quality performance improvement, outcome management, patient safety and survey readiness across the organization. This individual coordinate's interdepartmental and intradepartmental quality programs and committees; develops and implements policies and procedures related to quality; and collaborate with all service lines to develop and provide staff education regarding quality and outcome management. Takes lead responsibilities on assigned service specific or organization wide quality processes or committees including managing clinical outcomes and survey readiness across the organization. The Quality Manager partners with Leadership, Managers and Program Coordinators to improve clinical, financial and operational performance. Works in collaboration with the Compliance and Education Managers to meet the needs of the organization and strategic objectives. This position requires an in-depth knowledge of Medicare Conditions of Participation for home health care and hospice, California Department of Health Title XII regulations, and JCAHO home care accreditation standards, in addition to knowledge of home care population-specific (e.g.; age or care specific) requirements. The Quality Manager reports directly to the Chief Clinical Executive. Education: Bachelors Degree in Nursing required. Masters degree preferred. Course work in Quality Management and Statistics preferred. Licensure: Current California RN license; valid California driver's license; current auto insurance; current CPR certification. Experience: A minimum of 5 years in the disciplines professional field; minimum of 3 years experience in health care performance improvement and utilization review required. Mastery in leading multiple levels of personnel in a multi-complex, dynamic environment is required. Demonstrates experience utilizing effective interpersonal communication, supervisory, organizational and priority-setting skills. Demonstrates ability to plan, organize, and implement and evaluate quality programs in a healthcare setting. Knowledge: The incumbent must be well versed in quality and outcome management program assessment, program design, and evaluation processes. Qualifications include supervision, personnel management, non-clinical and operating budget preparation and project planning, and management within a complex environment. Knowledge and understanding of current regulatory and accreditation requirements, including: California State Department of Health Title XXII, JCAHO, HIPAA regulations, OIG Work Plan, and Medicare Home Health and Hospice COPs required. Demonstrated knowledge of current home health and hospice clinical standards of practice, utilization review, performance improvement, ICD-9 coding preferred. Knowledge of Pharmacy and DME quality standards. Must demonstrate ongoing competency in quality, outcome management and JCAHO survey preparation.
