Interfaces with vendors to manage the delivery of these services, escalates issues related to service delivery, participates in reviews of the delivery of services. Works with management and vendors in business planning and integration of additional resources. Assists in evaluation studies, and plans/develops systems designs. ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for day-to-day performance monitoring of the vendor for all production support and production availability related matters. Responsible for the daily performance monitoring of the vendor for all networking components of the company’s system. Act as liaison between customer and vendor, providing updates and status reporting. Provides information to the vendor for resolution of application problems, batch abend malfunctions, communications and network equipment problems, and system related issues. Performs investigations, analyses and evaluations to determine product support issues if vendor cannot resolve. In conjunction with the CTO office, reviews and approves technical architecture for new application, infrastructure, network and communications technology strategies and plans related to configuration, upgrades, performance and capacity to ensure systems meet performance level and interoperability requirements. In conjunction with the CTO office establishes, implements and administers technical policies, procedures and standards for all applications and infrastructure technology. Reviews and approves vendors research and development of new production support technology. Participates and reviews the design of the installation and testing of new production support systems. Reviews and approves vendor analyses of changing system processing demands. Reviews and approves technical architecture for new network technology strategies and plans related to configuration, upgrades, performance and capacity to ensure systems meet performance level and interoperability requirements. Participates and reviews the design of the installation and testing of all new network systems. Reviews and approves vendor analyses of changing system processing demands. Establishes, implements and administers technical policies, procedures and standards for all network and infrastructure technology. Reviews problem reports and unusual incidents. Provides information to the vendor for resolution of communication infrastructure equipment problems. Performs investigations, analyses and evaluations to determine product support issues if vendor cannot resolve. Establishes, implements and administers technical policies, procedures and standards for all network and communication technology. Reviews and approves IT equipment. Recommends systems design changes and vendor cost estimates of cabling infrastructure. Conducts site visits and field reports. Provides staff development and mentoring. REQUIREMENTS: Education: Bachelor’s Degree in Computer Science or related technical field Certification/License:Cisco Certified Network Associate (CCNA) * For networking positions Experience: Minimum six to eight years computer operations experience in a multi-platform environment Seven to ten years experience in systems design and/or programming, configuration work or managing various systems Minimum four years implementation experience with minimum one full implementation cycle Five years writing telecommunications standards, designing and implementing network systems. Minimum six years experience with increasing responsibility in multi-vendor network environment including: Four years experience in voice and data network implementation, monitoring and problem isolation/resolution Two years experience with Cisco routers, switches, and access devices and MUX’s performing installations and cabling support Knowledge, Skills & Abilities: Proven analytical, trouble-shooting and communication skills Demonstrated ability to handle multiple projects and work in a team environment Expert knowledge of computer installation and configuration and knowledge of networking technologies Knowledgeable of two operating systems (Zos, iSeries, Unix, Linux, VMS, Novel, Windows OS systems) Ability to work in a multi-platform environment where interconnectivity of operating systems and applications is essential Expert knowledge of computer installation and configuration and knowledge of application technologies Knowledgeable with AS400, VAX/VMS and MVS Mainframe, or Unix, Linux, Windows, Oracle, and DB2 applications Knowledgeable of COBOL, BASIC, RPG, CICS, JCL, CL, MKS and query tables or scripting, SQL Knowledge of Membership, Claims, Finance, Eligibility, Provider, Pricing Underwriting applications or software packages such as SAP, PeopleSoft, Hyperion, EDS, Seibel, Extream, Lotus Notes, IB, Macess Knowledge of Remedy, priority 1-5 protocols and procedures Extensive knowledge of layer 1 & 2 problem determination and able to clearly define a problem and a course of action to assist the vendor resolve applications issues Understanding of EIA/TIA industry standards, including testing methodologies with regards to layer one connectivity for Cat3, Cat5, Cat5e, Cat6 and Fiber Knowledgeable with routing technologies, topologies and TCP/IP,IPX/SPX protocols Expert ability to install and configure networking devices such as routers, switches, CSU/DSU, servers and remote management (OBM) Extensive knowledge of layer 1 and 2 problem determination and ability to define a problem and course of action to resolve networking cabling issues Proficient knowledge of troubleshooting tools such as Fluke, NetTool, Fluke OneTouch Series II, Fluke DTX-1800, Cat6 Cable Analyzer, Fluke OptiFiber, Microtest Penta Scanner and T1 testing devices OR Any combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position.
