The Organization:
Care New England Home Health, consists of VNA of Care New England, a non-profit, Medicare-certified home care agency, and HealthTouch, a non-profit, private-duty home care agency. VNA of Care New England is a visiting nurse service serving all of Rhode Island.
Our visiting nurse service of Rhode Island, includes nurses, therapists, nursing aides, social workers and a chaplain who provide the complete spectrum of home health needs in communities across Rhode Island.
In addition to our home health visits and comprehensive hospice program, we provide health screenings, influenza and pneumonia vaccines, geriatric care management, bereavement and support groups, and wellness clinics in a variety of locations around the state.

Organization Culture:
VNA of Care New England has established a culture of quality and patient satisfaction, a source of pride for the workforce and medical staff. This is a tenured workforce wherein more than 50% of the employees have 15+ years of service, and 75% of the nursing staff works part time. Many have never worked elsewhere.
Unionization is a significant component of the culture with approximately 50% of the employees represented by the Rhode Island Federation of Visiting Nurses and Health Professionals.
The current CEO joined the organization, in 1982 and leads the organization with an open and collaborative management style. She is seeking an HR Manager who can effectively appreciate the existing culture while transforming workplace outcomes.
Position:
Reporting to the President & CEO, the HR Manager, has both a strategic and tactical focus, emphasizing partnering with senior leadership and creating new HR capabilities, specifically work flow process redesign, improved performance management, benefits administration, and union relationship management. This position manages one part time HR professional.
This is an opportunity to have significant impact: to drive stronger performance management, upgrade the outcome and deliverables of the HR department and to work collaboratively with the CEO to improve labor relations.
Position Responsibilities:
This HR Manager position requires at least 7-10 years Human Resources experience and a good knowledge of Human Resources practices and principles with a strong focus on staffing, benefits and employee relations. This position will manage and coordinate all human resources activities including employment, training, employee relations, benefits/compensation, policy and administrative duties.
· Ensures Human Resources polices are current, adhered to, communicated and the organization is in compliance with state and federal labor laws.
· Manages the hiring process, actively working with managers to develop a hiring strategy. Sources, screens and interviews candidates
· Coordinates and provides direction for all employee relations practices.
· Serves as a contact and resource for employees, answering questions regarding policies and procedures and assists them in resolving personnel-related problems.
· Works with insurance carriers, provides reports and assists with claims information.
· Ensures HRIS information is current, analyzes data and generates reports.
· Implements the Performance Management Program.
· Ensures supervisors and managers are trained in HR policies and practices.
· Coordinates and develops plans for employee activities.
· Tracks and reports all employee leave of absence data, reports on cycle times and “entry to work” status of all employees.
· Assists in the administration of worker’s compensation programs, coordinating with employees, managers and the Payroll department the benefit amount. Administers TDI cost breakdowns and communicates to employees the health care contribution. Ensures contribution is deducted and accounted for.
Experience and Education:
· Minimum of 7-10 years HR generalist/specialist functions. Some management experience preferred.
· Experience in Staffing, Benefits, and/or Employee Relations required.
· Experience in a Union Environment highly preferred.
· BA/BS with a concentration in Human Resources, Business, Organizational Development, Liberal Arts, Education or related field required.
· Good knowledge of HR/personnel practices, principles and all applicable labor, pay, benefits, health and safety laws and regulations.
· Knowledge of workers compensation regulations.
· PHR certification preferred.
