For over 100 years, Visiting Nurse Service of New York has provided critical home- and community-based health care services to residents of New York. Today we are the largest not-for-profit home health agency in the US, and are recognized nationally for the scope and innovation of our services. We deliver professional and paraprofessional services throughout all five boroughs of New York City and Nassau and Westchester Counties.

Responsible for consulting with Government Affairs VP and Director to develop and implement a New York State and New York City legislative program for Visiting Nurse Service of New York "VNSNY" and works with Government Affairs and senior management staff and consultants to further the government affairs interests and activities of VNSNY. Works under general direction.
Monitors and promotes legislative and regulatory interests of VNSNY.
Communicates with legislators and regulators on ongoing basis on VNSNY governmental priorities through meetings in Albany, New York City, and Washington DC, as needed, and/or through memos and letters of support or opposition.
Meets with legislators in local district to enhance awareness of VNSNY and to cultivate champions for VNSNY legislative proposals, member items, and programmatic initiatives.
Consults and works with VNSNY staff to develop a public policy agenda for legislative and regulatory change and coordinates advocacy campaigns to address those needs. Activities may include drafting legislation and regulations, meetings with legislators in Albany or local office.
Builds coalitions to win support of VNSNY priorities and supports others in their advocacy in support of issues of mutual interest.
Works with trade associations, unions, community based organizations, and others as appropriate to share legislative priorities of VNSNY.
Develops and cultivates VNSNY relationships with Mayor, Departmental staff, City Council members and Borough Presidents through individual and community meetings to ensure their awareness of VNSNY services and priorities and to gain their support of VNSNY initiatives in their respective districts.
Writes and presents public testimony and assists VNSNY management and program staff to prepare and present testimony.
Coordinates home visits for legislators to help them gain a better understanding of VNSNY home care services.
Assists VP, Director and other management and staff on legislative and regulatory issues, special projects and other departmental and Agency initiatives, as needed.
Participates in Public Policy staff meetings as convened by CEO.
Participates in special projects and performs other duties, as needed.

Education: Bachelor's Degree required. Master's Degree in Public Health Administration, Public Policy, or related discipline preferred.
Experience: Minimum of five years experience in public affairs or government relations, legislative and regulatory background, preferably in New York, required. Effective verbal and written communications and interpersonal and analytical skills essential. Knowledge of NYC and NYS government processes, state legislative process required. Knowledge of health/home care industry and regulatory agencies preferred. Proficiency in personal computers, preferably Microsoft WORD, Excel, and Power Point required.
