Director, PMO / 795 Position Description:The Director, Project Management Office (DPMO) has responsibility for APS wide IT project management and IT Governance. The Director will develop the strategic vision for the PMO and is responsible for aligning PMO members into a single team focused on the core principle of driving IT project execution excellence to enable strategic business growth. The DPMO must be a strong self-starter, focused on successfully delivering finished projects on time and on budget with clear communications and management throughout. This position is based at our Corporate Headquarters in White Plains, NY and will require travel to other field locations as required. Specifically, the DMPO is responsible for the following key activities: IT Project Management Office:•Deliver a balanced, standardized project management capability to all regions and business lines. •Enable a repeatable, uniform and consistent delivery capability.•Cultivate and maintain a Solutions Delivery ethic of continuous quality improvement. •Develop the strategic vision for the IT PMO and be responsible for aligning the direct and "virtual" PMO members into a single team. •Investigate new methods of deployment to enable faster and more successful delivered implementations. •Develop and ensure a standard and consistent implementation approach across business lines. •Ensure project success criteria (budget, milestones, quality) are measurable and are communicated to the project community and reported effectively. •Development and evangelist of project management methods and tools to ensure high quality delivery from pre-initiation through post-production. •Ensure that the Project Management community education is kept up to recognized industry standards, subject to business strategy.Project Portfolio and Governance:•Establish the design, preparation, and evolution of APS IT Governance process.•Establish metrics, KPI’s and dashboards for effective project communication. •Maintain and report on the IT Project portfolio. •Develop process to prioritize projects. •Analyze resource requirements and constraints to recommend staffing of projects. •Develop and maintain schedule of projects, including establishment and reporting of deadlines and milestones. •Establish process to identify and report risks and issues. ESSENTIAL DUTIES AND RESPONSIBILITIES: •Work closely and continuously with management of other business units to assure full knowledge of business goals, objectives and needs.•Implement and support collaboration tools to enhance productivity, innovation, product quality, and teamwork.•Develop and manage IT Project Management and Governance processes and resources effectively.•Identify educational resources to promote the development of project management skills within APS.•Monitor schedules to insure the timely completion of software development projects. •Prepare budgets to provide financial resource management and accountability. Provide “early warning” of projects deviating from schedule or target feature sets.•Stay abreast of technological and business developments to insure that the most productive, efficient, appropriate and cost effective technologies are being utilized.•Work with consultants and vendors to establish pricing, coordinate delivery schedules, and assure delivery of needed services and goods on time and within budget.•Work closely with IT infrastructure teams to assure that software and hardware efforts are seamlessly coordinated in all managed projects.•Manage IT project managers and other members of the Project Management Office. Direct staff responsibilities include interviewing, hiring, training, and termination of employees. Planning, assigning, and directing work, appraising performance; rewarding and disciplining employees; addressing complaints, and resolving problems.EDUCATION and/or EXPERIENCE:•A Bachelors degree from an accredited educational institution, or equivalent combination of education and experience is required. •A minimum five (5) years in a management role is required. A minimum of three (3) years of proven project management in a heterogeneous, high-demand environment is required. Two (2) or more years experience managing large projects from an overall business perspective, and be able to communicate the business goals and objectives as part of a project plan. Previous experience in a healthcare setting is desirable.•Superior written and oral communication skills are essential. •The individual must instill and reinforce a strong customer service and business oriented ethic in the entire IT team. •Must have proven experience building, maintaining, modifying and reporting on budget activities. •PMP® certification is highly desired. •Ability to clearly formulate and communicate business goals and objectives, including cost/benefit analyses, business process analyses, workflows, and systems documentation. •Ability to write, negotiate and finalize agreements and business documents. •Ability to write reports, business correspondence, procedure manuals, and responses to RFPs. •Experience in developing IT financial and operating plans and complex spreadsheets, and in monitoring performance is required. •Must be able to do quantitative and qualitative project resource management including timelines, budgets, and resource load balancing.•Ability to manage and work with a culturally diverse population. •Strong decision making skills with the ability to balance between data needs and requirements for action. •Strong management and leadership skills with a proactive participative management style. •Ability to work well and productively, always projecting a positive outlook in a fast paced, sometimes stressful environment. •Must be self disciplined and be able to work without direct supervision.•Bilingual in English/Spanish is a plus.
