Job Description: DEPARTMENT OF HEALTH INFORMATION MANAGEMENT/ MEDICAL RECORDS POSITION: DirectorGENERAL SUMMARY:Responsible for the Health Information Management/Medical Records Department, including day to day operations and all interdisciplinary exchanges. Provide leadership, direction, coordination and oversight of the management staff and their related areas including Medical Information, Coding and Abstracting, File Systems, Patient Index, Chart Completion, CQI, Forms design, Ambulatory Record Function and Descendent AffairsOversight for Clinical Documentation Specialists/ Program and Tumor RegistryRESPONSIBILITIES AND DUTIES: 1. Administrative oversight for department productivity, accuracy and work flow within and between areas, i.e., chart assembly, analysis coding and abstracting, chart completion, medical information. 2. Monitors department expenditures and budgetary variances on a monthly basis and prepares the Annual Operations and Capital budget via software application. Effectively utilizes resources with recognition to cost containment (approximately 90 FTEs/annual budget of 4.0M). 3. Ensures that daily operations support compliance with all regulations, reporting needs and guidelines set forth by New York State DOH, JCAHO, CARF, PRO,CMS, and other related agencies. This would include maintaining Delinquent records at acceptable levels and preparing for surveys by such agencies. 4. Ensures timely/accurate Coding and Billing practices based on weekly review of Trac Reports, Revenue Cycle Meetings and intimate communications with PFS. Responsible for DNFB 5. Responsible for overseeing Coding Accuracy and Compliance retained at acceptable levels. Monitors targeted DRG's for trends, documentation needs, coding errors and financial risk. Evaluates the Case Mix Index for variances. 6. Oversees the accuracy and timeliness of Appeals relative to DRG Disputes and Technical Denials. Monitors and reports financial impact. 7. Oversees time-sensitive, regulatory submission to SPARCS and DOH. (i.e.: Congenital Malformations, Alzheimer). 8. Provides direction to the Cancer Registry staff to ensure timely submission of reportable cases to DOH. 9. Introduces innovative concepts and integrated department projects to the forefront. Accountable for all upgrades and implementation of new technology within the department. (EDR/ Encoder) 10. Assumes leadership role in coordinating data integrity relating to issuance of duplicateMedical record numbers, demographic info and MPI accuracy. 11. Identifies and proposes solutions to Quality concerns. Oversees implementation of Quality Improvement activities for HIM/Medical Records Department. 12. Co-Chairs HIM and Forms committee meetings Attends all hospital-wide committees and task forces. 13. Responsible for maintaining updated Policy and Procedure manuals. 14. Accountable for the timely submission of Performance Appraisals and other Labor Relations/Human Resources and 1199 demands. hj123Job Qualifications: REQUIREMENTS: * Masters Candidate preferred (MBA)* RHIA certified* Extensive knowledge of all regulatory agencies' requirements, ie: JCAHO/CARF/OMH/OIG/CMS/DOH* 5-7 years, Administrative/managerial experience at a tertiary care facility responsible for staff, operations and finances of a Health Information Department.* Excellent communication, negotiatory and analytical skills.* Report Writing, Data-Mining and Presentation skills essential.
