DIRECTOR, FACILITIES PROGRAM DEVELOPMENT*

Directs the facility planning and development services in support of the VP Facility Planning and Development for Froedtert & Community Health. Services include all program management and coordination of facility planning, remodeling, new construction, space utilization and real estate related capital planning for Froedtert & Community Health.

Essential Functions:

1. Makes recommendations for the facility related aspects of the planning process for the organization.

2. Makes recommendations for space allocation planning to help achieve goals and objectives of the Health System as well as participating in the detailed planning process for remodeling and construction projects.

3. Assists with the coordination of the utilization and development (Master Facility Planning") of all facilities owned and operated by F&CH (includes all off campus satellite clinics, office buildings and any other real estate developments of F&CH) through coordinated Strategic Facility Planning:

*Space utilization for each campus documented by Cost Center" for every room/square foot via Archibus.

*A comprehensive Strategic Master Facility Plan for each campus.

*A detailed Site Development/Growth Plan for existing real estate for each campus.

*A complimentary Site Development/Growth Plan for new real estate on available land for each campus

*All of the above developed in a coordinated process for both campuses in order to compliment F&CH priorities and strategic initiatives.

*The Strategic Master Plan, the Site Development Plan and the Site Expansion Plan all clearly defined in a Five-Year Capital plan for the Enterprise

*The Facility Planning & Development team incorporates the following basic mandates into all projects:
o Program should drive facility, facility should not drive program
o Flexibility for future change / expansion
o Embrace philosophy of Customer Service
o Create a positive work environment for staff
o Meet current facility needs
o Create operational efficiencies
o Create an environment that promotes safety
o Establish a workable timetable to accommodate growth
o Produce a feasible cash flow
o Incorporate environmentally sensitive solutions

4. Coordinates the activities of architects and applicable consultants for remodeling and construction projects.

5. Assists with the allocation, utilization and development of space resources of F&CH

6. Assists in direction of the overall management of construction projects including working with user groups to plan furniture and medical equipment

7. Assists with budget preparation for departments and the F&CH 5 year capital process.

8. Responsible for project tracking/cash flow reporting.

9. Develops and maintains facility standards programs.

10. Makes facilities presentations as required to leadership and other constituencies.

11. F&CH Facility Planning and Development Team members serve as Program Managers for all real estate developments, taking them from concept to program to budget, then full implementation including all aspects required (beyond construction) to provide fully functional occupancies.

12. Provides input related to real estate acquisitions and work efforts related to land usage, development and rezoning.

13. Review and provide input for all lease negotiations for leased real estate / space.

14. Works collaboratively with internal customers including Legal, Finance, Strategic Planning, Materials Management, Facilities Operations and Environmental Services, as well as other F&CH executive leadership, Joint Space Committee and other team members appropriate to the project being undertaken.

15. Represents Froedtert & Community Health in Facility Development activities with government agencies, authorities having jurisdiction, the general public and any other special interest groups, as required

16. Performs other duties as assigned or necessity dictates.

17. Maintains competence through attendance at mandatory and other job-related educational opportunities.

Reporting Relationships & Support Functions:
1. This position will report directly to the Vice President of Facility Planning & Development for Froedtert and Community Health, but will link programmatically with the Chief Operating Officer for F&CH, the CEO of Community Memorial Hospital and the Senior Vice President for Clinical Services and Program Development, Froedtert Hospital

2. Special requirements of this position are: the ability to express ideas and views effectively; capability to analyze data related to operational and budget issues; the flexibility to adjust to changing conditions; and the ability to relate to people so as to gain credibility and support.

Knowledge, Skills, and Abilities:

1. Must be aware of all maintenance functions involved in the operation of facility/grounds, including the major systems (plumbing, electrical, HVAC, etc.).

2. A master's degree in a related discipline and/or MBA program is preferred. A bachelor's degree in engineering or other related field is required.

3. A minimum of eight years experience preferably in a teaching hospital environment.

4. Knowledge of federal, state and local codes and ordinances as well as JCAHO and other accreditation bodies

5. Real estate development expertise essential

6. Working knowledge of construction finance required

7. Working knowledge of construction law required
