DECISION SUPPORT CONSULTANT II

•  Incumbent will provide analysis in the development and support of various moderately complex projects and data analysis. Analysis would include: health care cost and utilization trends, clinical and condition management analyses, health care cost containment, quality measurement, predictive modeling and general research and decision support activities.

•  Specific duties will include, but are not limited to, analysis of clinically oriented medical management efforts, both internal and in cooperation with external vendors, as well as the development and evaluation of the methodological design and success of clinical initiatives and programs.

•  Incumbent must have a basic understanding with the terminology, techniques, and reimbursement mechanisms employed in the delivery of health. Under minimal supervision, the position is responsible for gathering initial requirements for projects, preliminary analytic design, programming, testing, interpretation, and presentation of results.

•  Consult with divisional staff on complex programming issues. Develop moderately complex macros and procedures for divisional use. Designs and develops moderately complex applications and analyses. Recommends innovative approaches to analytical investigations

•  May be called upon to assume a project leadership role, mentoring lower-level analysts through all stages of project design and analysis.

 

REQUIRED QUALIFICATIONS:

•  A Bachelor's degree Statistics, Mathematics, Engineering or Operations Research, Computer/Information Science or a similar applied analytical field of study Substitution for degree REQUIREMENT 

•  Six (6) years work experience in a Decision Support or Data Analyst role in a business environment with responsibility for application of technology in the solution of business problems.

•  Three (3) to Five (5) years of 'technical' experience in a Decision Support or Data Analyst role in the assigned customer area with a preference for 3 as an "Decision Support Consultant I " OR Three (3) years work experience in a Decision Support or Data Analyst role in a business environment with responsibility for application of technology in the solution of business problems.

 

 

PREFERRED QUALIFICATIONS:

•  An advanced degree in Statistics, Mathematics, Engineering or Operations Research, Computer/Information Science or a similar applied analytical field of study.

•  Demonstrated extensive knowledge of data availability and application, file structure, and system requirements.

•  Demonstrated effective written and verbal communication skills to include documented successful experience performing project-related activities of a moderately complex nature, specifically but not limited to: problem identification; meeting project standards; collection of sufficient & accurate information; weighing implications of various alternatives; recommendation and/or implementation of sound, original ideas/solutions that seek process improvement; meeting project deadlines; leading small project teams.

•  Demonstrated ability to perform multiple moderately complex tasks as directed.

•  Demonstrated strong programming skills, with an emphasis on the utilization of SAS and SQL or comparable 4GL programming language, in querying relational databases.

•  Demonstrated strong verbal and communication skills with an emphasis on consultative customer service, conflict resolution, interpersonal and group/meeting presentations to technical, non-technical and customer audiences.
