JOB TITLE:COMMUNITY HEALTH EDUCATION (CHE) MANAGER

DEPARTMENT:   HEALTH EDUCATION, ALAMEDA COUNTY

CLASSIFICATION:   FULL-TIME 100% (BASED ON 40 HR WORK WEEK)

REPORT TO:  CHIEF OPERATIONS OFFICER

STATUS:  EXEMPT (NON-UNION POSITION)

SALARY:  NEGOTIABLE

THE POSITION: Under general direction the individual in this position is responsible for the management of the Community Health Education (CHE) Section of the Health Education Department in Alameda County. Monitors, analyzes and evaluates existing health education services and new legislation for its impact on health education programs. Insures compliance with program policies and standards for services under contract to assure continuity and quality of services.

MINIMUM QUALIFICATIONS

1. Requires graduation from college and the possession of a Master’s degree in public health with specialization in health education or related area, from an accredited school of public health, with three years experience in a progressively responsible administrative or supervisory capacity in a health education setting. Master’s degree expected to be received upon completion of probation.
2. Experience working in a community based organization with multi-cultural clients required.
3. Requires knowledge of the principles, methods, and materials used in community health education.
4. Experience managing grant contracts, developing budgets, and supervising personnel.
5. Ability to assess community, agency, and departmental needs and delegate responsibility; develop and plan programs; write grants and proposals; plan and conduct health education programs; develop training activities.
6. Creative problem-solving skills, and ability to exercise sound judgment in quickly evaluating situations and rendering prompt decisions.
7. Excellent organizational, administrative, interpersonal, verbal, and written communication skills.
8. Bilingual English/Spanish strongly preferred but not required.

DUTIES AND RESPONSIBILITIES

1. Plans, develops, and coordinates and supervises the activities of Community Health Education sections in Alameda County, including youth, adult and street outreach sections.
2. Initiates policies and plans for overall operation of community health education sections establishes goals and priorities.
3. Conducts and reviews all Community Health Education staff assignments, performance evaluations, grievances, and disciplinary procedures.
4. Works with the Clinical Health Education Manager to develop annual department budget estimates; controls subsequent expenditures within authorized appropriations; analyzes financial accounting of expenditures and prepares forecasting reports.
5. Works with the CHE manager from Contra Costa/Solano County to promote cross-county coordination of community health education programming.
6. Works with the Clinical Health Education Manager and Coco/Solano CHE Manager to develop and implement quality assurance standards for clinic wide health promoter work.
7. Acts as community health education consultant to departments; prepares grants and proposals to enhance the activities of the department; develop public relations and health education materials as necessary.
8. Oversees the planning and implementation of the annual Oakland based La Clinica health fair.
9. Oversee the implementation of La Clinica’s emerging initiatives as they relates to community health education in Alameda County (such as the Male Health Initiative).
10. Maintains and develops liaisons with health care and social services agencies, labor, industrial, private, public, and community organizations.
11. Maintains a high standard of care and personnel performance, controlling costs and maintaining sound organizational relationships.
12. Responsible for the collection of statistics and the timely submission of records and reports.
13. Staffs the Board’s Community Action Committee.
14. Works with Training Manager to establish in-service training programs.
15. Other duties as assigned by supervisor.
