Telecommunications Specialist

The on-site contractors will assist with the acquisition of Telecommunications Services that will be used on the APHIS telecommunications Network infrastructure.  The on-site Telecommunications Administrative Support Specialists shall be responsible for providing support in telecommunications services such as voice and data for the APHIS computer centers and all APHIS remote offices throughout the United States.  The contractor will be responsible for the documentation of existing standard operating procedures.  Contractor will provide day-to-day support for customers on the use of Telecommunication services and resolve billing issues associated with Telecommunication Services. The on-site contractor shall acquire services  through the best practices and Agency guidelines.   Contractor shall provide at a minimum, but not limited to, the following tasks for all sites:   o The contractor participates in a wide variety of team meetings, video conferences, and conference calls. The contractor demonstrates effective teamwork to meet the established common goals and mission of the TMACO Team. o The contractor analyzes all Agency-wide telecommunications charges for possible discrepancies. These charges include FTS2001 local and long distance services, GSA local services (i.e. WITS2001), and all commercial local and long distance services. When discrepancies are determined, the contractor is responsible for notifying management and taking necessary measures to correcting the discrepancies. o The contractor is responsible for fielding any Agency calls/questions as they relate to telecommunications services billing. Resolving these issues may result in the contractor working closely with telecommunication vendor service providers for corrections. o The contractor researches and investigates new or improved business and management practices for application to Agency telecommunication services.  o The contractor is responsible for developing guidance and direction for Agency program managers and administrative officials on how to better understand and manage their telecommunications costs. o The contractor maintains effective working relationships with the Department, other USDA Agencies, State and Local Governments, Local Exchange Carriers, telecommunications equipment and service vendors, and the Department’s FTS-2001 contract provider in order to understand and have a thorough knowledge of all Agency telecommunications services. o The contractor develops documentation for presentation to management and administrative officials that clearly and accurately describes billing and reporting for telecommunications services.
