General SummaryLeads major program element subcontract (procurement) activities for highly complex programs. Leads specific subcontract issues to support division's profitability, cash flow and sales recognition targets. Participates in and/or conducts proposal preparation/evaluation, subcontract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specification.Principal Duties and Responsibilities1.   Provides leadership and consulting support on domestic and/or international subcontract administration activities. 2.   Leads the administration of highly complex, major program subcontracts. This includes maintaining complete subcontract files; reviewing and negotiating modifications; developing and maintaining subcontract requirements flow-down matrix, teaming/license agreements, technical assistance agreements, and export licensing requirements; managing government furnished property and equipment; ensuring subcontract compliance and risk mitigation; and developing methodologies to ensure subcontract requirements are met. Coordinates subcontract data deliverables and associated processes supporting contract requirements.3.   Researches and develops subcontract administration policies, procedures, and processes compliant with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), International Traffic in Arms Regulations (ITAR), and related domestic and international case law.4.   Maintains working relationships with internal program customers and acts as key interface with domestic/foreign external suppliers and customers (e.g., Procuring Contracts Officer, (PCO); Administrative Contracts Officer, (ACO); International Governments, Department of State; Department of Commerce, Defense Secretary Assist Agency (DSAA)), to resolve contract issues.5.   Analyzes and recommends different payment options for international/domestic contracting. Evaluates international/domestic requirements for Letters of Credits, Currency exchange and bonds. 6.   Analyzes business risks of major subcontracts, develops contract options, and makes recommendations to program management.7.   Develops and maintains complex business arrangements such as licensing agreements, teaming agreements, data rights issues, technical assistance agreements, and cooperative agreements - either domestically or internationally. Researches and recommends creative approaches to complex contractual issues.8.   May perform duties normally associated with supervision including, but not limited to, hiring, training, evaluating, mentoring, and disciplining of employees.Basic Qualifications 1.   Bachelor's degree in either business or a technical discipline. A Master's degree in Business Administration or a law degree is preferred.2.   A minimum of seven years of defense-related contracts experience to obtain comprehensive knowledge of government contracting and/or subcontracting, including Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), and/or International Traffic in Arms Regulations (ITAR). Certain positions covered by this job description may require specialized technical knowledge.3.   A very high level of analytical ability to review and develop highly complex proposal solicitations, evaluate and develop Statements of Work.4.   Very high levels of communication skills to negotiate highly complex contracts, make presentations to customers and management, and interact regularly with all levels of management.5.   Substantial innovation to resolve subcontract disputes and recommend creative approaches to contractual issues.
